Economic Division leads the development of advice to the Victorian Government on key economic priorities including material living standards, jobs, productivity, economic equity, and reducing the emissions intensity of the Victorian economy.
The Division supports our Ministers in their responsibilities including the Government's overall economic strategy (and implementing its social and economic agenda in line with this), tax, regulation, housing, forecasting, and intergovernmental financial relations.
We collaborate with other divisions and government agencies to pursue DTF's objectives.
The Victorian Independent Remuneration Tribunal (Tribunal) is responsible for independently setting and advising on remuneration for Members of Parliament (MPs), local councillors and executives in the Victorian public sector.
The Tribunal was established under the Victorian Independent Remuneration Tribunal and Improving Parliamentary Standards Act 2019 and consists of up to three part-time Members led by a Chair. The Minister responsible for the Tribunal is the Minister for Finance, but the Tribunal is not subject to the direction of any person, including the Minister.
About the role
This position is one of two Manager positions in the Victorian Independent Remuneration Tribunal Secretariat. The two positions are interchangeable to some degree in that responsibility for specific tasks and functions may transfer between the two positions from time to time, or they may share responsibility for certain products and outcomes. Both Manager positions report to the Director, Victorian Independent Remuneration Tribunal.
The Victorian Independent Remuneration Tribunal Secretariat supports the Chair and Members of the Tribunal as well as the Compliance Officers to deliver their responsibilities. The Secretariat, led by the Director, comprises a small, high-calibre team that undertakes rigorous and authoritative analysis and provides advice to the Tribunal on matters relating to remuneration of MPs, local government councillors and public sector executives.
As a Manager in the Secretariat, you will be responsible for managing delivery of a variety of products by a small team of policy officers to foster best-practice remuneration outcomes for senior officials. The Secretariat provides a positive, supportive culture and a work environment that enables high performance.
As a Manager in DTF's Economic Group, you will be expected to contribute to broader organisational capability and culture.
Key Accountabilities
- Provide authoritative, succinct, strategic, relevant and timely advice to Tribunal Members and the Compliance Officers to support them in performing their independent functions (including comprehensive and annual adjustment determinations, advice on requests to pay executives above the relevant remuneration band and any reviews as requested by the responsible Minister).
- Manage and continuously improve processes relating to the Tribunal's legislative obligations.
- On an as needs basis, support the Compliance Officers when hearing appeals from current and/or former Members of Parliament, including reviewing appeal documentation, gathering evidence and preparing analysis and advice to the Compliance Officers.
- Initiate, manage and maintain trusted and influential relationships with key stakeholders, including within DTF, the Department of Premier and Cabinet, other government departments/agencies and other groups.
- Manage a small team of policy officers, including to support their performance and development, ensure work is undertaken to a high quality and manage work priorities to ensure delivery.
- As a leader within the Secretariat, contribute to setting the strategic direction for the Secretariat and identify/implement agreed actions to build capability and culture to improve performance and cohesion.
- Undertake other tasks as needed to fulfil the Secretariat's roles and responsibilities, including team, group and DTF corporate development and projects.
Key Selection Criteria
- Demonstrated experience in applying relevant policy frameworks to provide comprehensive, authoritative, robust and evidence-based research, analysis and advice on complex and ambiguous issues.
- Highly developed communication skills with a demonstrated ability to express opinions, complex information and key points clearly, concisely and persuasively via effective verbal and written communication.
- Strong interpersonal and influencing skills, including the ability to build and sustain effective working relationships with a diverse range of internal and external stakeholders.
- Proven experience in managing teams that work in a collaborative and supportive way to deliver a portfolio of projects and tasks.
- Demonstrated willingness to be flexible and adaptable to changing priorities with the ability to meet deadlines while working in pressured situations.
- A tertiary qualification in a relevant discipline or field (eg, economics, law, human resources) is desirable.
- Knowledge of remuneration frameworks will be an advantage.
