Make a Strategic Impact – Lead People, Drive Change, and Shape the Future of HR

The Department of Communities and Justice (DCJ) is creating a Talent Pool of experienced HR Managers to fill upcoming ongoing and temporary vacancies across our divisions (as well as Corrective Services NSW). This is an opportunity to join a purpose-driven organisation that works with children, young people, adults, families and communities to deliver services that are safe, just, inclusive and resilient.

Your role

As a HR Manager, Business Partnering, you'll lead a team of HR professionals and work closely with senior leaders to deliver best-practice workforce strategies and people solutions that support DCJ's and CSNSW's strategic objectives.

This is a leadership role with broad reach — influencing decisions, managing complex workforce issues, and building strong partnerships across a broad client group such as Corrective Services NSW, Courts, Tribunals and Service Delivery, Law Reform and Legal Services, Homes NSW, Child Protection and Permanency, and Corporate Services.

What you'll do

As a HR Manager, Business Partnering, you will be responsible for:

  • Providing strategic HR advice and partnering with leaders to design and implement evidence-based workforce solutions.
  • Leading and developing a team to deliver high-quality HR services while driving a culture of collaboration, inclusion and continuous improvement.
  • Managing complex workforce issues, including employee relations, grievances, performance and conduct matters.
  • Leading change initiatives, workforce planning, organisational design, and talent management strategies.
  • Supporting diversity, inclusion, wellbeing, and anti-racism initiatives across the organisation.
  • Developing strategic briefs, reports, and workforce insights that inform executive decision-making.

What we're looking for

We're seeking experienced HR leaders who can bring a strategic mindset and strong business partnering expertise. You will also have:

  • Qualifications in HR or a related discipline, or equivalent experience.
  • Extensive experience delivering strategic HR solutions in large, complex organisations and/or the public sector.
  • Proven leadership skills with the ability to motivate and develop a high-performing team.
  • Strong stakeholder engagement skills and the ability to build trusted partnerships at all levels.
  • Deep knowledge of HR legislation, policies, and employee/industrial relations frameworks.
  • Demonstrated ability to deliver innovative workforce strategies, manage risk, and influence positive cultural change.
  • Exceptional communication skills with the ability to prepare and present strategic advice and recommendations.
