About the Opportunity

A Competency Framework Specialist is accountable for the establishment and implementation of the technical competency framework for the Nuclear-Powered Submarine (NPS) program, in concert with relevant internal and external stakeholders.

You will be responsible for reviewing the existing ASC technical competency framework and identifying where gaps exist with NPS requirements as well as working with the Transfer of Technology (ToT) Training Manager and international partner(s) to confirm required build strategy/platform specific competencies. This role will be accountable for the mapping of technical competencies to job roles and developing/implementing the plan to integrate additional program specific competencies into the existing ASC framework.

Responsibilities

  • Develop a plan to implement the NPS competency framework within the IFS tool through working the ToT Training Manager and international partner(s) to confirm required build strategy/platform specific competencies and extending the existing ASC framework as required.
  • Lead the development of career pathway maps for each function (including cross functional corridors) linked to the competency framework.
  • Undertake mapping of competency levels to all relevant roles within the NPS program.
  • Develop competency profiles including on the job learning requirements, for all outbound assignee roles in concert with the international partner(s).
  • Manage the process for capturing/maintaining competency assessments across the NPS program.

About you

  • Tertiary qualification in Human Resources, Learning & Development, Education or similar discipline or TAE50211 Diploma of Training Design and Development or similar and equivalent experience.
  • Minimum of 5 years' demonstrated experience in a similar role with specific experience in defining/implementing competency frameworks and maintaining a competency matrix at a program or organisation level.
  • Extensive knowledge of the vocational and higher education frameworks and sectors within Australia and Australian Qualification Framework.
  • Experience in the development and continuous improvement of competency frameworks
  • Effective project management skills with well-developed time management skills to plan workload, prioritise and meet deadlines.

Eligibility

This role requires a current National Police Clearance, an Australian Defence Security Clearance and an ability to access protected US defence technology. Your eligibility for this role is dependent on you obtaining and maintaining such clearances and approvals.
