About the Role
Join the High Speed Rail Authority (HSRA) as a Finance Officer, where you'll play a pivotal role in managing financial operations for one of Australia's most nationally significant infrastructure projects. Working closely with senior stakeholders, you will contribute to strategic financial planning, oversee internal and external budget management, and ensure compliance with government financial frameworks.

The key duties of the position include:

Key Accountabilities

  • Budget Management: Support the preparation and maintenance of external budgets within CBMS, ensuring compliance with government financial frameworks and accuracy in financial reporting.
  • Financial Estimates and Policy Costings: Assist in external estimates updates within CBMS and contribute to the preparation of the Portfolio Budget Statements (PBS). Develop costings for New Policy Proposals, providing detailed financial analysis to support strategic decision-making.
  • Strategic Financial Advisory: Support internal budgeting functions by conducting financial modelling, forecasting, and delivering strategic financial advice on budget allocations.
  • Internal Budget Reporting: Prepare high-quality monthly financial reports that provide senior leadership with insights to drive informed decision-making.
  • Stakeholder Engagement: Collaborate with internal stakeholders to assess budgetary requirements, develop financial forecasts, and ensure financial strategies align with operational priorities.
  • Financial Administration and Compliance: Monitor finance email accounts, triage inquiries, and take appropriate actions to maintain efficient financial operations. Ensure compliance with legislative and administrative financial guidelines.
  • Executive Support and Governance: Provide administrative and technical support to the Finance Manager, including preparing financial reports, maintaining records, assisting with Senate Estimates briefs, and contributing to broader governance activities.
  • Continuous Improvement: Contribute to the refinement of financial processes, promoting efficiency and best-practice financial management within the organisation.
Eligibility

Eligibility Criteria
Employment with the Authority is subject to conditions prescribed within the Public Service Act 1999 included:

  • Citizenship: must be an Australian citizen to be eligible for employment with the Authority.
  • Health Assessment: may be required to undergo a medical examination conducted by the Authority's preferred medical provider.
  • Security Clearance: must be able to obtain and/or maintain a security clearance at the Baseline Vetting Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a verifiable background, for at least the preceding five years for Baseline Vetting Level. More information on the security clearance vetting process is available on the Australian Government Security Vetting Agency (AGSVA) website.

Getting to know the High Speed Rail Authority

High speed rail will connect Australian regions, cities and communities – delivering more job and lifestyle choices, greater housing options and new economic opportunities. With a new world-class railway system at its core, the Australian Government's High Speed Rail Authority is planning for a future high speed rail network to connect Brisbane, Sydney, Canberra, Melbourne and regional communities across the east coast of Australia. The first stage connects Newcastle to Sydney – a nationally significant corridor – with a fast, reliable and regular link between the two largest cities in NSW. Journey times from Newcastle to Sydney will be about an hour, and about 30 minutes from the Central Coast to Sydney or Newcastle – more than twice as fast as current travel. The Australian Government has allocated $78.8 million to the High Speed Rail Authority to deliver the initial Newcastle to Sydney high speed rail business case before the end of 2024. This includes determining important aspects of the new rail network including the proposed alignment, station locations, the type of train to be used and the estimated cost and timeframe for construction.
