About the role:

The Senior Clinical Governance Officer supports the design, implementation, and continuous improvement of clinical governance frameworks and safety policies that enhance accountability, safety and quality outcomes across Victoria's health system.

Working under the direction of the Manager, Clinical Governance Unit, this role contributes to the development and delivery of key initiatives including capability-building programs, practical guidance, and resources that support health services to strengthen their clinical governance systems and safety culture. The Senior Clinical Governance plays an integral role in embedding consumer perspectives into clinical governance work and advancing person-centred care through policy, tools, and engagement.

The Senior Clinical Governance supports the implementation of system-wide clinical governance initiatives such as the Statutory Duty of Candour and contributes to policy development, sector guidance, and legislative responses. The role ensures that clinical governance and policy outputs are evidence-informed, aligned with Safer Care Victoria's strategic objectives, and tailored to the needs of health services and the broader system.

Through collaboration with internal teams, health services, consumers, and external stakeholders, the Senior Clinical Governance fosters learning, promotes good governance practices, and contributes to sector capability and accountability. The role also assists in the integration of clinical governance frameworks with other performance and safety mechanisms, helping to drive consistent, transparent, and responsive approaches to safety oversight.

This is a key role for a proactive and skilled policy and governance professional who brings strong analytical, stakeholder engagement, and project coordination capabilities, and is committed to improving safety and quality outcomes across Victoria's health system.

About you:

  • Tertiary qualification in a relevant discipline such as Health Sciences, Public Health, Nursing, Clinical Governance, Health Policy, Health Administration, or a related field is required.
  • Equivalent substantial professional experience in clinical governance, health policy development, or health systems management may be considered in lieu of formal qualifications.
  • Postgraduate qualification in Clinical Governance, Health Services Management, Public Health, Policy Development, or a related discipline is highly regarded.
  • Formal training or certification in project and policy management, systems thinking, or quality and safety frameworks (e.g., Lean, Six Sigma, or equivalent) is advantageous.
  • Advanced knowledge and practical application of clinical governance frameworks and safety policies within complex health systems.
  • Strong expertise in policy development and integration, including embedding consumer engagement, complaints data, and system learning insights into governance and safety initiatives.
  • Experience in supporting or leading sector-wide capability building initiatives that enhance clinical governance and safety culture.
  • Proven ability to manage complex projects and policy initiatives with a focus on achieving measurable outcomes and continuous improvement.
  • Skilled in building and maintaining collaborative relationships with internal teams, health services, consumers, and sector stakeholders to support governance and safety improvements.
  • Demonstrated capability to provide expert advice and develop tailored resources that enhance governance practices and policy compliance across health services.
