About the Company

HealthShare Victoria (HSV) is a Victorian public sector entity established on 1 January 2021 as an independent, commercially oriented public sector provider of supply chain services (surety, procurement and logistics) to Victoria's public health sector. Our purpose is to partner with Victoria's public health services, suppliers and government to ensure the right products and services are delivered to the right place at the right time, supporting better value for our public health services and better outcomes for their patients. We work with Victoria's public health services to understand their requirements. We meet these needs by establishing collective agreements (purchasing contracts) for medical consumables, pharmaceuticals and medical equipment, as well as non-medical products and services they need via large-scale tenders. We also play a critical role in ensuring Victoria's public health services have access to goods and services that may be in higher demand or difficult to access, including personal protective equipment (PPE), medical consumables, ICU equipment and pharmaceuticals. We administer several compliance-related functions, and work with health services to assist them in meeting their legislative, compliance and probity obligations. As well as providing an end-to-end health supply chain for Victoria's public health services, we extend access to our collective agreements to health or related services assessed as 'eligible services'. Building on a spirit of change and transformation, our work supports our health service customers to deliver safe, high quality and sustainable healthcare for all Victorians.

About the Role

The Senior Strategic Specialist- 12 Month Fixed Term role coordinates HSV's strategic planning process and ensures alignment and successful implementation of the organisational strategy within each business area. The role works closely with the Chief Executive and the Executive Leadership Team, providing high-quality strategic advice to support the evaluation of initiatives and informed decision-making. It consolidates insights from current organisational initiatives, emerging trends and future opportunities to ensure the organisation is well-positioned to respond to change and deliver on its purpose. The role works with business partners and leaders across the organisation to guide each division's contribution to the strategic planning process and translation into actionable initiatives with performance metrics.

Responsibilities

Strategy Development

  • Lead the coordination and drafting of the organisation's Strategic Plan in collaboration with the Chief Executive and other senior leaders across the business.
  • Research and analyse internal and external factors, trends, and emerging opportunities that may influence the organisation's future direction.
  • Make sound recommendations that balance stakeholder, strategic, operational and commercial drivers.
  • Develop and maintain a clear, evidence-based understanding of strategic risks and opportunities.
  • Working with the Chiefs, facilitate strategic discussions and workshops to support the identification of long-term priorities and objectives.
  • Prepare high-quality briefings, discussion papers, and reports to inform executive decision-making.
  • Ensure alignment between the Strategic Plan, corporate planning processes, and relevant government priorities or frameworks.

Strategy Implementation

  • Work with business areas to translate strategic priorities into actionable initiatives and performance measures.
  • Support the Chief Executive and senior executive team in monitoring progress against the Strategic Plan and roadmap activities and reporting on outcomes.
  • Track and analyse the impact of major projects changes on strategic objectives.
  • Provide advice and coordination support for strategic reviews, updates, and annual planning processes.
  • Develop tools and frameworks to embed strategic thinking and continuous improvement across the organisation.
  • Use change management principles to plan the implementation of strategic initiatives and changes to existing processes and systems.
  • Assist in communicating the organisation's strategic direction to staff and stakeholders to build engagement and alignment.
  • Identify and document opportunities for new initiatives consistent with strategic objectives.
  • Champion the organisations' goals and values through indirect leadership support, providing tailored coaching and contributing to work practices that are measurable, high quality and provide the opportunity for transferrable knowledge and learning.

Strategic Insight

  • Scan the internal and external environment to identify emerging issues, trends, and innovations relevant to the organisation's role and services.
  • Assess the potential implications and timing of future opportunities or challenges and provide advice on strategic positioning.
  • Develop scenario analyses to help inform senior leaders regarding long-term planning and decision-making.
  • Build networks and relationships across the organisation to stay informed of developments across the sector and within government.
  • Translate complex information and future insights into practical recommendations for the Chief Executive and executive team.
  • Contribute to building a forward-looking organisational culture that values learning, innovation, and adaptability.

What you'll bring

  • Relevant tertiary or postgraduate qualification, or equivalent experience.
  • Solid track record in
    strategy development or advisory
