Job Purpose
The Inland Rail Project Specialist is to act as the Liaison Officer for all Inland Rail applications, managing the interface between the Inland Rail Team, CRN and TfNSW for this program of works.
The role will manage consultation with internal and external stakeholders and undertake technical reviews of applications working with engineering, infrastructure, environment and safety domains to ensure that activities comply to all Australian standards, UGL Regional Linx standards, codes of practice and statutory requirements.
Key Responsibilities
Assess the degree to which applications comply with UGLRL CRN requirements for certifications and independent review
Ensure that the elements of the works/ activities align with TfNSW strategies
Manage expectations across TfNSW, the proponent and UGLRL Stakeholders with respect to timeliness
Liaise directly with internal and external professionals (engineers, design consultants, other organisation principals) as a means of providing efficient resolution to application issues
Ensure that all project works at interface zones are carried out in accordance with quality, environmental, and safety management plans.
Access, utilise and maintain existing systems and databases to provide analysis and develop, maintain and produce a range of reports to support management of interface/ access matters.
Identify and recognise risks prior to work commencing and communicate to relevant stakeholders to ensure all risks and management options are identified
Ensure that in the management of the process all issues are transparent and continuously disclosed as to provide 'no surprises' to the client, proponents or stakeholders
Ensure that any proposals do not negatively impact on UGLRL-CRN and TfNSW's network safety, integrity and/ or operations
Ensure that all recommendations are documented, evidenced and supported by the appropriately qualified Stakeholders
Ensure all activities comply with legal, professional and ethical standards.
Build strong internal and external stakeholder management through positive, proactive and professional communication to keep key people informed as to the process, progress and issues related to non compliance of applications as required
Communication with third parties as to compliances and non-compliances
Provision of detailed information as to process of approval and requirements necessary for approvals
Represent UGLRL-CRN as required at client meetings
Qualifications
At least 3 years post-tertiary experience in rail or infrastructure projects
Experience in effectively managing a small team of contract administrators and associated activities, along with an understanding of contract management policies and procedures desirable.
Demonstrated interpersonal communication skills and the ability to work as a member of a team.
Demonstrated written communication and IT skills
