Gandangara Local Aboriginal Land Council is a statutory entity, established in 1984, operating as a not-for-profit Land Council. We are constituted under the Aboriginal Land Rights Act 1983 (NSW) to "improve, foster and protect the best interests of Aboriginal people" in the Council's areas and to provide the best social services to Our Members. The jurisdictional boundaries of Gandangara Local Aboriginal Land Council (GLALC) span (in whole or in part), six Local Government Areas in the Southwestern Sydney region. These include Liverpool, Fairfield, Canterbury-Bankstown, Parramatta, Cumberland, and the Sutherland Shire.

The 2006 amendments to the ALRA 1983 (NSW) require Local Aboriginal Land Councils (LALC's) to develop a Community, Land and Business Plan (CLBP), which functions as the strategic Plan for the Land Council. Every CLBP must contain objectives and strategies guiding the Land Council in matters pertaining to: 1. Aboriginal Culture & Heritage 2. The provision & management of Community Benefits Schemes (CBS) 3. The acquisition, management & development of land & other assets 4. Business enterprises & investments 5. Any other matter required to be included in the community, land & business plan by any applicable policy of the NSWALC and Any other matter prescribed by the regulations.

This role will be responsible for providing expert advice in relation to the implementation of the Aboriginal Land Rights Act 1983. This will involve contributing to Gandangara Local Aboriginal Land Council's Community, Land and Business Plan and related reference groups. The primary focus to identify, represent and assist Members in matters arising from the acquisition, use, occupation and management of land under the ALRA. The successful applicant will have a strong knowledge and working understanding of current NSW Heritage legislation and consultation requirements.

Responsibilities:

  • Work as a member of a multi‐disciplinary team to ensure GLALC is complying with their statutory functions as prescribed by ALRA 1983 and other relevant legislation.
  • Review, research and prepare reports informed by Aboriginal Cultural Heritage Assessments.
  • Plan and undertake research and analysis of Land claims, Land tenure systems, social organisation, matters of cultural significance, stakeholders and processes of decision making of Aboriginal peoples and groups within GLALC's region.
  • Liaise with internal stakeholders to ensure timely responses.
  • Work collaboratively to manage land claims and cultural sites.
  • Provide advice to stakeholders and assist with the management of land and disputes in accordance with Legislation and GLALC policies and procedures.

Essential

  • Demonstrated understanding of, and interest in, the lived experiences of First Peoples in the region.
  • Demonstrated high level cross-cultural, interpersonal and verbal communication skills with an ability to effectively liaise, engage and coordinate across an organisation and to build productive working relationships with work colleagues, constituents and external stakeholders.
  • Tertiary qualifications: a minimum honours level qualification in archaeology / anthropology / heritage management.
  • Willingness to increase qualifications and skill base.
  • Knowledge and experience working within current NSW Heritage Legislation.
  • Demonstrated experience in researching, scoping and report writing.
  • Demonstrated experience in end to end compliance management (policies, procedures including all aspects of people and culture compliance and Culture and Heritage Compliance).
  • Proven track record in project management and end to end project delivery.
  • Demonstrated project management skills with the capacity to foster and model excellence in development and execution of projects.
  • Demonstrated experience working across cultures and awareness of the cultural practices, values and issues that affect Aboriginal people and their communities.
  • Sound knowledge and understanding of the Aboriginal Land Rights Act 1983 (NSW), Public Finance and Audit Act 1983 (NSW), Audit Office guidelines and other relevant statutory and regulatory requirements.
  • Full NSW Drivers Licence.
  • Willingness to obtain a National Police Check.
  • Current NSW employee Working with Children Check clearance in accordance with the Child Protection (Working with Children) Act 2012(NSW).
