The Change and Communications Officer for the Digital Transformation Project will support the successful implementation of the OneCouncil solution. This role combines specialised change management and communications skills to ensure stakeholders are informed, engaged, and supported throughout the transformation journey. The officer will collaborate with the Change and Communications Lead, Change Analysts, and broader program team to support the development and execution of change and communication strategies within the Digital Transformation Project. Including, reviewing to ensure alignment with Council's organisational goals to effectively foster a positive change culture.

What you'll be doing:

  • Work with the Change & Communications Lead to develop and implement integrated change and communication plans that support the objectives of the Digital Transformation Program.
  • Collaborate with the People Enablement Workstream to deliver strategic communications that enhance program visibility, manage reputational risk, and support organisational change.
  • Prepare clear, audience-appropriate messaging for internal and external stakeholders.
  • Manage and maintain communication channels including email, intranet, newsletters, and social media.
  • Create engaging written and visual content such as articles, presentations, infographics, videos, and FAQs.
  • Design and deliver targeted communication campaigns to build awareness and support for program initiatives.
  • Establish and maintain feedback mechanisms to inform continuous improvement of communication strategies.
  • Support the promotion and communication of training opportunities to ensure staff readiness for change.
  • Coordinate communication-related events including town halls, workshops, and training sessions.
  • Conduct change impact assessments to understand the implications of proposed changes across business areas.
  • Identify and engage stakeholders impacted by change, ensuring their needs and concerns are addressed.
  • Contribute to the development of mitigation strategies and monitor their effectiveness.
  • Track progress of change initiatives and report on any variances from planned outcomes.
  • Promote and model behaviours aligned with Council's values and policies.
  • Work independently and manage competing priorities to deliver high-quality outcomes.

The skills and experience you'll bring to the role:

  • Demonstrated significant experience in planning, developing and implementing communications strategies using printed publications, social media, online and digital communications, signage etc to achieve organisational objectives.
  • Demonstrated experience in researching, writing and editing communication materials for a wide range of mediums and audiences.
  • Demonstrated experience in media relations including handling complex and sensitive media enquiries and writing media collateral (releases, alerts, statements) and planning and delivering events, to positively promote the HGLC – S.
  • Demonstrated ability to manage multiple projects a high standard of accuracy and consistency within deadline and budget.
  • Highly developed communication and interpersonal skills with the ability to establish networks and effectively liaise with media and high profile public, community, government and private sector representatives to facilitate the achievement of organisational objectives.

Required Certifications & Qualifications 

  • Tertiary qualifications in marketing, communications or public relations, or less formal qualifications with extensive demonstrated experience in a marketing, communications, public relations, or similar field.
