Salary: VPS 4 $97,955 - $111142 pa + 12% superannuation

About the role: 

Reporting to the Team Leader, Licensing, the Permissioning Officer is a member of a team responsible for implementing EPA's permissioning framework. You will assess applications and issue operating and pilot project licences under the Environment Protection Act 2017, aligned to EPA's strategic priorities to prevent harm to Victorian communities and the environment from pollution and waste.
This is an exciting role for a regulator that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria. Working under the direction of the Team Leader, Licensing, you will actively contribute to a positive organisational culture and achieve the highest standards of performance and integrity; fostering genuine partnerships across all levels of government, industry, and community to deliver organisational outcomes.

In this role you will:  

• Working under the direction of the Team Leader, Licensing, support the implementation of EPA's permissioning framework to ensure that scheduled activities, infrastructure, and other development projects are appropriately approved under the Environment Protection Act 2017, including that proponents understand and minimise or eliminate risks of harm to communities and the environment from pollution and waste.

• In consultation with Science Division, Operations Division and Legal Branch, assess and issue operating licences for ongoing scheduled activities and pilot project licences for research and development trials, ensuring that licence conditions set appropriate controls in preventing harm to communities and the environment from pollution and waste.

• As required based on prioritised demand, issue development licences; issue permits; issue designations; assess and determine complex emergency discharge applications; and appoint accredited consignors.

• As required based on prioritised demand, support the periodic review of licences and the development and maintenance of EPA' s condition library for permissions.

Skills and experience: 

• Experience in permissioning, preferably within Government.

• Knowledge of the Environment Protection Act 2017 and regulations.

• Knowledge of development assessment and approval processes, and the translation of policy and guidance into practical application.

• Management skills and demonstrated capability to plan, monitor and deliver services and support consistent with organisational priorities, including risk identification and management, budget development and management; optimise the allocation and use of resources; and evaluate project / program effectiveness.
