The opportunity
We're seeking an experienced Policy & Planning Manager to lead our organisational policy framework and operational planning across Traffic Control services. This role partners with Operations, HSEQ and Client Services to ensure our procedures, resource planning and service delivery meet NSW regulatory standards and client requirements.
Key responsibilities
- Lead company‑wide policy development, review and governance for traffic control operations, WHS and quality systems.
- Translate legislative and client requirements into practical procedures, work instructions and field guides.
- Own the rolling operations plan: demand forecasting, crew and fleet planning, rostering policy standards, and escalation protocols.
- Drive compliance with NSW WHS obligations and Transport for NSW traffic control requirements through internal audits, training inputs and corrective actions.
- Establish KPIs and dashboards for utilisation, on‑time performance, incident trends and cost‑to‑serve; report to the executive and clients.
- Manage change initiatives (e.g., digital scheduling, TMP standards, pre‑start automation) and continuous improvement projects.
- Represent the business in client governance forums and industry working groups.
- Lead a small team of analysts/coordinators; coach line managers on policy application and planning best practice.
- Tertiary qualifications in policy, business, engineering, planning, or related discipline (or equivalent experience).
- At least one year work experiences in the same or similar role
- Demonstrated knowledge of NSW regulatory frameworks relevant to traffic control operations and WHS, and how they translate into workable procedures.
- Strong planning, scheduling and capacity modelling capability (e.g., Excel/Power BI; exposure to workforce/roster tools).
- Proven ability to lead audits, manage corrective actions and implement change with field teams.
- Excellent written communication (policies, briefings, client reports) and stakeholder management.
Remuneration & benefits
Base salary:AUD 145,000 – 160,000 + superannuation
