Primary objective

Provide high quality legal advice and legislative reform proposals on matters relevant to the Northern Territory Police Force.

Context statement

The Police Legal Unit provides legal advice and services to the Commissioner of Police.

Key duties and responsibilities

1. Provide timely, efficient and accurate legal advice and opinions on legal matters, court proceedings, legislative reform and policy

related matters which impact on policing and emergency services.

  1. Undertake research and analysis on legislation, policy and operational matters.
  2. Participate in the development of legal policy and complex legislative amendments.
  3. Prepare Cabinet Submissions, ministerial briefing papers and correspondence.
  4. Report to the Executive Director of Police Legal on the progress of matters.

  5. Communicate effectively both orally and in writing. Prepare and present legal concepts, positions or factual analyses clearly

and correctly.

  1. Organise work to manage priorities effectively and meet deadlines.

  2. Accept responsibility for the content and presentation of all documents produced.

  3. Maintain a high level of knowledge of relevant areas of the law and of relevant practices and procedures.

Selection criteria

Essential

1. Admission to practice as a legal practitioner of the Supreme Court of the Northern Territory or eligibility for such admission

(any person eligible for admission will be required to be admitted if appointed to this position).

2. Proven experience in the practice of law in the relevant fields.

3. Well-developed conceptual, analytical and collaborative skills to manage a wide range of organisational issues and in researching

and evaluating issues, defining options and preparing recommendations for scrutiny at the Executive, Ministerial and

Government level.

  1. Well-developed organisational skills, including the ability to work under pressure, meet tight deadlines, and manage competing

and changing priorities.

  1. Well-developed communication and interpersonal skills, including the ability to communicate with influence, negotiate and

resolve conflict, and prepare briefings, statements, position papers and submissions.

Desirable

1. Knowledge of the Agency and its functions and services provided.

2. Experience in providing legal advice to a Government Agency.

  1. Experience in legislative reform or Cabinet processes.

legislation.

amendments and reforms.

  1. Prepare high quality cabinet submissions, ministerial and other documents for the Legislative Assembly.
  2. Assist with day-to-day management of the Police Legal Unit, including supervision of junior lawyers.

  3. Manage requests for legal services to ensure all legal obligations for NTPF are met.

  4. Maintain a high-level of knowledge of relevant areas of the law and of relevant practices and procedures.
