About the role

The City of Melbourne is driving transformation across its enterprise project landscape, and the Centre of Excellence (CoE) Manager plays a key role in enabling that change. This senior leadership position leads the Enterprise Enablement stream within the ePMO, focused on uplifting delivery maturity and embedding best-practice frameworks across the organisation.

This role uplifts the Project Management Framework (PMF), implements Project Portfolio Management (PPM) system, builds capability and enables the adoption of governance initiatives that support effective project, program and portfolio delivery. It ensures teams are equipped with the right tools, systems, and skills to deliver outcomes that benefit the city and its communities.

Collaboration is central to this role. The CoE Manager works closely with the Head of ePMO, Enterprise Portfolio Manager, Assurance Manager, and Finance Manager, while coaching a multidisciplinary team to drive continuous improvement, strengthen engagement, and realise strategic benefits.

About you

You bring a strategic mindset and a depth of experience in enterprise project delivery. With a strong background in portfolio or program management, particularly within policy or strategy-led environments, you are skilled at driving alignment, embedding frameworks, and enabling capability uplift across complex organisations.

Your ability to connect long-term planning with operational delivery ensures initiatives are structured, scalable, and impactful. You thrive in collaborative environments, engaging confidently with senior stakeholders and coaching multidisciplinary teams to deliver outcomes that align with strategic intent.

Sound judgement, clear communication, and a focus on continuous improvement define your leadership style. You are ready to lead transformation and shape how the City of Melbourne delivers its future.

What your experience might look like

  • Demonstrated capability in leading and developing multi-disciplinary teams (capability, frameworks, communications, engagement), fostering a culture of collaboration, continuous improvement, and professional excellence.
  • Substantial experience and proven achievement in the design, implementation, and continuous improvement of project, program, and portfolio management frameworks, templates, and methodologies across complex capital and operational portfolios.
  • Extensive experience in designing and delivering communication strategies to embed change, build engagement, and drive adoption of frameworks, systems, and governance initiatives across diverse stakeholder groups.
  • Strong expertise in project and portfolio management systems (e.g. PPM platforms), including establishing data standards, integrating reporting processes, and enabling single source-of-truth decision-making.
