About the Role

As the Health information Manager, you will be the authority on all Health Information Management functions across multiple hospitals, primary health facilities, and community care sites across Queensland's north-west region.

You will have the scope to shape strategy, improve processes, and build internal capability — leading a diverse team covering medical records, clinical coding, typing, and information access.

This is a role for someone who doesn't just manage systems but drives transformation — leading the shift from paper-based to digital records, embedding robust governance, and improving data quality and compliance across all services.

Key Responsibilities:

  • Lead and modernise Health Information Management (HIM) strategy across a multi-site network, including hospitals, primary care clinics, and multiple community/aged care facilities.
  • Oversee and build high-performing teams across medical records, clinical coding, health information systems support, release of information, and medical typing.
  • Provide expert advice and guidance to senior management and key stakeholders on strategic HIM matters, clinical data standards, national policies, and quality improvement initiatives.
  • Develop, implement, and review policies, procedures, and standards to ensure compliance with legislation, regulations, ethical standards, and national accreditation requirements (e.g., ACHS, Australian Standards 2828, Public Records Act).
  • Manage the collection, organisation, maintenance, and security of patient health information across the network to ensure data integrity, confidentiality, and compliance.
  • Monitor, analyse, and report on health information data to identify trends, risks, and opportunities for continuous improvement.
  • Lead, support, and liaise with the Coding Auditor and Educator to perform coding quality improvement activities, including audits, documentation reviews, and strategies to address omissions or inaccuracies in clinical records.
  • Contribute to the Coder-Clinician Liaison program to improve clinical documentation and educate clinicians on coding, Diagnosis Related Groups (DRGs), Activity Based Funding (ABF), and hospital-acquired complications (HACs).
  • Manage the implementation, maintenance, and optimisation of health information systems and administrative business processes, providing practical solutions to integrate systems across the network.
  • Ensure compliance with Right to Information (RTI), Information Privacy (IP), Administrative Access policy, Personal Injuries Proceedings Act, and other relevant statutory obligations.
  • Foster effective working relationships with line managers, senior clinical staff, and other stakeholders to promote service quality, responsiveness, and adherence to established procedures and policies.
  • Contribute to budget development (~$2.6M), monitor expenditure, oversee overtime and training costs, and develop strategies to optimise resource allocation and cost-effectiveness.
  • Provide ethical decision-making in achievement of organisational goals and promote a culture of continuous learning within the HIM team.
  • Participate in research, education, and professional development activities to advance health information management, including staying updated on eHealth, clinical coding, Clinical Documentation Improvement (CDI), ABF, SNAP, HACs, and new legislation/industry standards.
  • Participate in and contribute to WAU optimisation strategies, committees, and performance monitoring initiatives.
  • Undertake other duties as directed by Executive leadership, ensuring alignment with organisational objectives and values.

Key selection criteria:

  • Bachelor of Health Science (Health Information Management) or equivalent.
  • Experienced leader with the confidence to set direction and lead change.
  • Proven ability to build teams, develop people, and drive performance.
  • Strong understanding of clinical coding, data governance, and HIM best practice.
  • Demonstrated ability to use relevant software or quickly acquire the knowledge to use the Patient Administrative System (HBCIS), 3M Codefinder, Microsoft Office, The Viewer, Communicare, Riskman and other relevant software and programs, as required.
