The State Service Centre is the hub for our professional Employed Team to provide support to our Volunteers, all of whom are driven by our shared sense of purpose. From managing safety, risk, and assets, to embedding robust financial processes and enhanced technological capability, enshrining youth protection, supporting member experience and training, plus championing our brand and communications.

The Safety & Risk Officer role involves conducting workplace safety observations and reviews to identify potential hazards and ensure safe practices are being followed. Importantly, the Safety & Risk Officer is responsible for fostering a positive safety culture across the organisation and promoting active engagement in safety practices. The role also supports the ongoing development and maintenance of the Scouts NSW Quality Management System (QMS) to strengthen governance and compliance with relevant legislation and standards.

This position reports directly to the Executive Manager Historic Matters, Risk & Compliance.

Key Responsibilities & Duties

  • Develop & Maintain Scouts NSW Quality Management System
  • Oversee the Reporting, Management of Incidents & Hazards
  • Safety & Risk Support to the Employed Team and Uniformed Members
  • Maintain and enhance the Scouts NSW Safety Risk Register (SRR) to support risk-informed decision-making across the organisation
  • Monitor and audit Scouts NSW's compliance with relevant state WHS laws and regulations, ensuring the organisation meets its legal obligations
  • WHS Representative Engagement to facilitate open dialogue with regional reps to identify safety concerns, share updates, and promote continuous improvement

Qualification, Training & Experience

  • Certificate IV in Work Health Safety (minimum requirement).
  • Tertiary Qualification in a Safety/Risk discipline (highly desirable but not essential).
  • Experience in auditing and incident investigation, including root cause analysis and corrective action planning.
  • Thorough knowledge of relevant legislation and authorities impacting Scouts NSW operations
  • Knowledge and advanced skills in the Office 365 suite (including Word, Excel, Outlook, and Teams); familiarity with Power BI and Copilot is desirable but not essential

  • High-level interpersonal, oral, and written communication skills; ability to liaise effectively with internal and external stakeholders.
  • Ability to work in a complex environment with individuals across varying levels of technical knowledge and experience.
  • Skilled in simplifying complex legislation and regulatory requirements into practical, understandable guidance for staff and volunteers.
  • Highly organised with the ability to multitask and meet strict deadlines.
  • Thorough, with attention to detail and the ability to assess situations and develop solutions that achieve positive outcomes
  • Proven capacity to deliver outcomes in high pressure situations and be a self-starter with the ability to work without close supervision.
