A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement. About the Authority The Net Zero Economy Act 2024 (NZEA Act) established the Net Zero Economy Authority (the Authority) as a statutory agency in December The authority is presently establishing itself as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The authority is expected to transition to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority. About the Branch The Corporate Branch is responsible for enabling the Authority's missions through the provision of corporate and enabling services. This includes human resources, financial management, property and accommodation services, governance, risk and audit policies and services, legal services, ICT, protective security, and information management. As a new government entity, the branch has responsibility for building the independent corporate systems and capabilities required to deliver these services, including off-boarding from PM&C. About the Role Reporting directly to the Head of Corporate (who is the Chief Operating Officer), the Director, ICT and Security is responsible for all aspects of the Authority's information technology systems, overall protective security, and adherence to Government regulations. This role will be responsible for the management and delivery of effective ICT services (including contract and vendor management, information management, enterprise hardware and software etc.). This role will also have responsibilities as the Agency Security Advisor, supporting the Chief Security Officer and the Chief Information Security Officer, under the Protective Security Policy Framework. In addition to the general responsibilities and duties outlined in the Work Level Standards for the Executive Level 2 level, key responsibilities and priorities include (but are not limited to): Lead and support a small multidisciplinary team of APS employees and contractors and deliver high quality outcomes and quality service delivery.Shape and manage the partnership with the Authority's ICT shared services provider in order to build and implement ICT and digital solutions that drive efficiency, support innovation and are cyber resilient.Lead the progressive development of ICT and security policies, systems and processes, including by applying whole of government policies in a fit-for-context manner at the Authority.Overseeing ICT projects, including project management, reporting and risks.Lead the information management function and provide support to the Governance team for Freedom of Information requests.Lead the implementation of the Protective Security Policy Framework (PSPF), including developing and implementing appropriate plans and frameworks to manage the Authority's security risks to support a positive security culture.Managing the Authority's response to security related issues and incidents.Manage the section's budget, including identify opportunities for the appropriate and cost-effective investment of financial resources in systems and resources, including staffing, sourcing, purchasing, and in-house development.Our Ideal Candidate To be successful in this role the candidate will demonstrate experience in strategic ICT and protective security leadership within a government or similar organisation.In addition to meeting the behaviours outlined in the Integrated Leadership System profile of the Executive Level 2 level, our ideal candidate will have: Demonstrated experience in, and knowledge of, security management practices including the implementation of the requirements of the Protective Security Policy Framework (PSPF), and compliance reporting.Demonstrated experience in IT service and Information management.Demonstrated experience in managing contracts and knowledge of the Commonwealth procurement framework and policies and the Commonwealth Procurement Rules is desirable.Strong oral and written communication skills, including negotiation, discretion and interpersonal skills.Strategic leadership and thinking with a focus on continuous business improvement and innovative solutions and problem-solving skills.Demonstrated ability to lead, motivate, develop and encourage the best out of a multi-disciplinary team and achieve results in an environment of change.Ability to build and manage mutually beneficial relationships with a network of key stakeholders.Eligibility Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing.
