Primary objective

The development, delivery and implementation of a comprehensive framework for compliance and enforcement of the Weeds

Management Act 2001, to mitigate the impact of priority weeds in the Northern Territory, with a particular focus on gamba grass.

Key duties and responsibilities

1. Exercise responsibilities of a Weed Management Officer under the Weeds Management Act 2001.

  1. Provide advice and assistance to landholders in implementing on-ground weed control programs and undertake enforcement

activities to ensure landholder obligations are met under the Weeds Management Act 2001.

3. Conduct investigations including coordination of regulatory and compliance inspection programs to gather evidence, issuing

compliance work orders and providing recommendations for further legal action where required.

4. Prepare draft prosecution briefs and Ministerial responses on enforcement and compliance related issues.

5. Collect accurate field data, identify and survey weed infestations, maintain accurate records and use the data to inform weed

management decisions and compliance matters.

6. Manage technical staff to ensure compliance programs are completed within statutory timeframes.

Selection criteria

Essential

1. Degree in Science, Law or other relevant discipline from a recognised institution.

2. Demonstrated experience in administering legislation and providing advice on compliance and enforcement matters.

3. A comprehensive understanding and contemporary experience in the principles of investigation and compliance as they relate

to evidence gathering, information management, natural justice and procedural fairness.

4. Demonstrated experience in the use of Geographic Information Systems and their use in decision making for planning and on

ground outcomes.

5. Demonstrated strong communication skills, both oral and written, to deal with complex issues including negotiating

regulatory and compliance outcomes, and conducting analysis and reporting on weed management issues.

6. Proven ability to work autonomously and as an effective team member, under a range of field and office-based conditions.

7. Demonstrated ability to manage projects and to work with minimal supervision to achieve outcomes.

8. Current Northern Territory driver licence or equivalent.

Desirable

1. Certificate IV in Government (Investigations).

2. Sound working knowledge of the Weeds Management Act 2001 and subordinate weed management plans and strategies.
