Division.

About the
team
The Policy
team creates
evidence-based tools, provides strategic advice, identifies solutions and
builds new partnerships to support of the delivery of NSW Telco Authority's
(NSWTA) objectives and strategies.

The team
proactively monitors, analyses and provides thought leadership on current and
emerging connectivity matters, seeking to influence the policy and legislative
environment and investment to deliver on NSW priorities for digital
connectivity and critical communications. 

The Role
As
the Policy Manager you will provide strategic leadership and oversight of
policy and legislative reform programs for NSWTA. You will lead the review,
development, implementation and evaluation of regulatory policy frameworks to
ensure they are evidence-based, contemporary, and responsive to government
priorities and stakeholder needs.

This role puts you at the forefront of driving impact as you shape strategic
policy direction, foster cross-government collaboration and steer working
groups that tackle complex challenges to deliver meaningful outcomes that
support NSWTA's strategic priorities and NSW Government commitments.

Your
day-to-day
-Lead and undertake research, analysis and review of complex policy and/or legislative reform issues, identifying emerging issues, and developing evidence-based options and strategies, to ensure problems are resolved and risks are mitigated.
-Provide expert and timely advice and information to inform relevant stakeholders including Ministers and/or senior leaders and support policy directions and/or legislative reforms to meet organisational, government and/or industry priorities.
-Lead and manage team/s and/or project teams to support NSWTA in meeting policy and/or legislative reform commitments and/or roll-out of significant policy initiatives applying best practice methodologies and industry recognised practices to ensure on-time delivery to expected standards.
-Develop and implement strategies for the monitoring and evaluation of all policy initiatives to identify risks and issues and ensure the achievement of desired outcomes.
-Lead and facilitate stakeholder engagement, consultation and negotiation on policy and/or legislative reform issues applying best practice methodologies to identify and develop solutions and make recommendations that account for relevant factors and support sound policy decisions and approaches.
-Oversee the preparation of reports, briefs and correspondence to inform or respond to organisational and/or Government requests
-Lead and drive activities to align resources to deliver priorities and a positive customer experience
-Maintain awareness of relevant issues, policy obligations, insights, challenges, industry trends and practices and opportunities to in order to identify, pursue, evaluate, recommend and deliver innovative solutions that optimise outcomes and contribute to a best practice function in line with organisational and government priorities.

To be
successful in this role you will demonstrate:
-Appropriate tertiary qualifications or equivalent, relevant professional experience and training
-Extensive experience leading the development and implementation of diverse policy and program initiatives and reforms, with focus on evidence-based decision-making.
-Strong communication, negotiation, and stakeholder management skills, with the ability to influence diverse audiences and build consensus.
-Prior experience in leading a team to drive cross-agency collaboration, champion inclusive practices, and implement solutions that effectively minimise barriers.
-Demonstrated knowledge of public sector operations, including regulatory frameworks, cabinet processes, and budget cycles.
-Proven experience in leading and facilitating cross-government working groups with diverse stakeholders and competing priorities.
-Excellent attention to detail, strategic problem solving and prioritisation skills, with the ability to lead effectively in a fast-paced environment to deliver impactful outcomes.
Independent Government Agency and/or telecommunications industry experience, is desirable
