Project Manager — NSW Telemetry Uplift ProgrammeContract PositionLocation: Regional NSW (frequent field travel)Contract: 18 months (extension by mutual agreement)Reports to: Manager, Field Services (FSM), with dotted-line to Commercial Lead Direct interactions: DQPs (Designated Qualified Persons, tasked day-to-day), Marketing, Finance, Government Program Manager.Role summaryRun day-to-day commercial delivery, stakeholder engagement and commercial execution of the Government LID program. Coordinating contracting and upselling, and liaising with and reporting to, Government stakeholders. Provide key supporting role to Field Services Manager to give ourselves best chance of Project success.Key responsibilitiesGrower Contracting and ConfirmationConfirm all details from Opt-In database, procure any missing informationManage, co-ordinate and follow up all requisite contracts from Water UserFile data on as-agreed basis.Stakeholder engagement & consentDesign and execute community engagement, consent processes, comms (letters, scripts, events) and on-site consent flows to maximise uptake and minimise friction.Be the front-line liaison with Government stakeholders, lead routine stakeholder steering committee meetings and general updates.Program coordination & deliveryWorking with FSM, co-ordinate installs and deployments once fully resolved, with DQP's, noting DQPs remain line-managed by FSM.Maintain the project plan, risk register and change log; operate the program to contractual milestones.Commercial execution & upsellExecute upsell / value-offer campaigns to water users where appropriate; capture and hand off opportunities to Commercial Managers where relevant.Support invoicing inputs and milestone sign-off for revenue recognition; include management of relevant sales pipeline segment.Government reporting & complianceProduce and submit government reporting packages on agreed cadence; own evidence collation and data delivery to contractual standards.Manage exceptions from contracted pricing and terms, including underground meters, additional protection etc. as per contract.Ensure auditability of deliverables and maintain documentary trail for any variations.Field QA coordinationWork with FSM to ensure commissioning checklists and QA gates are followed; coordinate remedial work and re-installs where needed.Operational procurement & contingencyWork with Goondiwindi admin team to co-ordinate procurement; operating within pre-agreed procurement limits and contingency budgets.Escalation & issue managementTriage field issues, privacy or community complaints and escalate to FSM (technical) or Commercial Lead (contract/commercial) as required.Reporting & dashboardsMaintain live KPI dashboard for internal leadership and Government reporting; translate data into narrative for stakeholders.Success metrics / KPIs (to be confirmed)% of planned installs completed per month vs target.% of installed LIDs commissioned and reporting within 7 days.Consent rate (signed/accepted installs) — target ≥ x%).Rework/failure rate within 90 days — target < x%.On-time, accurate government report submission (100% contractual compliance).Stakeholder satisfaction (Government + sample user survey).Required experience & skillsProven experience managing contracts, reporting and procurement requirements.Minimum 1-2 years of project/contract management experience is required.Strong stakeholder & community engagement skills — experienced in gaining consent from skeptical cohorts.Commercially fluent — able to run upsell campaigns and support invoicing/revenue recognition processes.Excellent written/verbal communication; comfortable presenting to Government and senior leadership.Valid driver's licence and willingness to travel frequently to regional sites.Ability to travel to regional sites with weekly notice is required.Australian work authorisation is required.DesirableWater sector and/ or Contract experience.Familiarity with Australian agriculture and rural communities.Ability to pivot as required/ directed by managerBehavioursCollaborative and diplomatic — respects FSM's technical authority while owning delivery.Solutions - oriented, decisive and resilient in bureaucratic environments.Empathetic communicator who can build trust with water users and government stakeholders.Data-driven with a bias for clear, auditable reporting.First 90 days — what success looks likeMobilised project plan, governance, and reporting templates agreed with Compliance Lead and Commercial Lead.Pilot cohort installed, commissioned and data validated; Government acceptance for scale confirmed.DQP tasking process operational; commissioning QA checklist in use.Community engagement templates (letters, scripts, FAQs) approved and ready for rollout.Baseline KPI dashboard live and shared with Commercial Lead and Compliance Lead.On (or around) 90 days, formal review process with Goanna management to confirm progress beyond Probationary Period
