ASI Government is proud to support the Department of Health and Human Services (HHS), Office of Acquisition Management Services (OAMS), through a multi-year contract focused on delivering high-quality, non-inherently governmental acquisition support services. This program plays a critical role in helping HHS plan, award, and manage a wide range of federal contracts and agreements that directly impact public health initiatives. As a trusted partner to HHS, ASI provides cradle-to-grave acquisition support across various contract types and procurement strategies, including complex competitive and non-competitive actions. Job Description:

The Contracts Specialist, Senior Consultant will lead cradle-to-grave acquisition support for HHS OAMS, including complex and high-visibility procurements. This role requires deep knowledge of the FAR, strong communication skills, and the ability to work independently with senior stakeholders.

Key Responsibilities:

• Provide full lifecycle acquisition support, including planning, solicitation, evaluation, award, and post-award administration.
• Draft and review acquisition documentation in accordance with FAR and HHS policies.
• Maintain contract files in eFile and ensure compliance with OAMS SOPDs.
• Support complex source selection strategies and contract types (T&M, cost-type, GWACs, MACs).
• Collaborate with Contracting Officers, CORs, and program stakeholders.
• Redirect inquiries to federal staff as appropriate.

Minimum Requirements:

• 8+ years of federal acquisition experience.
• Demonstrated ability to manage complex, high-visibility acquisitions.
• Proficiency with PRISM, UFMS, and other federal acquisition systems.
• Strong written and verbal communication skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Must meet clearance requirements and complete the required HHS training.

Preferred Qualifications:

• FAC-C Level II or III certification.
• Experience supporting HHS or other health-related federal agencies.
• Familiarity with CPARS, SharePoint, and acquisition dashboards.
