We are seeking a highly experienced and skilled Engineering Director (m/f/d) with extensive experience in the railway industry for a Technical Advisory program for OSE in Athens, Greece. As Engineering Director, you will be responsible for establishing an efficient engineering project delivery and control organization for Greek Railways, collaborating with DB E&C team members and the client OSE to ensure successful and sustainable implementation. Responsibilities:
Strategic control of engineering projects for network renovation, modernization, expansion, investments, and funding
Develop long-term infrastructure strategies aligned with national transport plans
Participate in medium-term planning
Coordinate with maintenance regarding planned investments
Initiate a lifecycle-based asset management model for infrastructure and rolling stock
Embed preventive maintenance, digital diagnostics, and safety KPIs into the organization
Establish clear revenue models for infrastructure access, rolling stock leasing, and service-level agreements
Control budgets and ensure accountability for investments and replacements
Standardize contract and stakeholder management to ensure transparency and cost-effectiveness
Create a central Program Management Office (PMO) for major projects
Contribute to tenders and select suitable bidders
Standardize processes for budgeting, approvals, tracking, and reporting
Promote a culture of analytics to optimize asset utilization and maintenance planning
Define clear lines of accountability and risk ownership across functions
Qualifications:
Prior experience in the railway industry is required.
University degree in business, engineering, project management, or a similar field, with relevant professional experience in a complex role
Minimum of 10 years of experience in similar tasks
Certification in project management (e.g., PMP)
At least 5 years of leadership experience
Experience in infrastructure investment planning
Experience managing tenders for railway infrastructure
Impartial moderation skills and intercultural sensitivity
Ability to work independently and in teams
Fluency in English is mandatory; German and Greek are advantageous
Familiarity with Greek administrative standards
