**Eligibility**

**Division Responsibilities**
IHPA’s vision is for all Australians to have access to a sustainable, locally controlled health
system that funds public hospital and aged care services using activity-based funding, where
practicable, based on a national efficient price.

In the context of public hospitals, IHPA's primary function is to calculate and deliver an
annual National Efficient Price (NEP). The NEP is a major determinant of the level of
Australian Government funding for public hospital services and provides a price signal or
benchmark for the efficient cost of providing public hospital services. We undertake several

major areas of work designed to inform the annual determination of the NEP, including
ongoing consultation with all Australian health departments, expert advisory committees
and key stakeholders.

In the response to the Royal Commission into Aged Care Quality and Safety, the
Commonwealth Government announced that IHPA’s functions will be expanded to include
providing advice to the Commonwealth Minister for Health and Aged Care on aged care
pricing matters. This will require IHPA to undertake costing studies, develop and refine
classification systems and develop pricing models, in close consultation with a wide range of
stakeholders.

**Branch Responsibilities**
The Costing & Data Infrastructure Branch develops the costing, modelling, and pricing work
required to determine the National Efficient Price (NEP) each year.

**Section Responsibilities**
The Hospital Costing section includes a team who manages the development and
the standards. The Hospital Costing section has responsibility for projects which inform new
and refine current cost collections and contribute to the development of data collection
specifications and data acquisition methodologies.***

**Key Responsibilities**
The Project Officer position supports the branch with project management and
procurement, ensuring the probity of all processes. The position is required to coordinate
and manage multiple priorities within defined timeframes and ensuring results. This
includes but is not limited to:

- Providing support to the section’s Project Managers and the section Director to

deliver work plan and priorities.
- Supporting the public sector National Hospital Cost Data Collection (NHCDC)

including:
o designing data specifications
- developing and testing data submission processes
- liaising with jurisdictions for the validation and submission of data
- undertaking quality assurance process
- reviewing and analysing outputs of the NHCDC for public hospitals
- reporting on the NHCDC.
- Supporting the development and maintenance of costing standards for hospitals.
- Providing project management support for costing studies on a variety of hospital- Providing support to reporting and benchmarking of IHPA protected data.
- Preparing agendas, procurement documents and meeting papers.
- Contributing to the implementation and quality assurance of a range of NHCDC

development tasks.
- Preparing minutes and papers for various IHPA advisory committees, managing

relationships, and working with stakeholders on issues related to NHCDC data.
- Supporting the section with ad-hoc projects.
- Researching, analysing, and identifying solutions on issues to support and contribute

to the work of the section and branch.***
