**The opportunity**

The Lead, Program Commercials & Contract will direct and lead the management of program specific IT-related vendor commercials and contracts to ensure timely, compliant, and value-driven delivery of digital initiatives. This role is pivotal in delivering the transformation of customer experience, operational efficiency, and technology modernisation through proactive and effective contract and commercial governance and vendor engagement.

**Responsibilities**

- Develop and execute IT commercial and contract strategies that define vendor accountabilities, optimise performance, and drive value for money within program budgets.
- Lead contract negotiations and manage vendor agreements to ensure compliance, risk mitigation, and favourable commercial outcomes.
- Oversee the full lifecycle of IT contracts, including risk management, delivery assurance, and transition to Business as Usual (BAU) operations.
- Ensure adherence to Victorian Government Purchasing Board (VGPB) requirements and Greater Western Water’s procurement and governance frameworks.
- Monitor vendor performance against SLAs, KPIs, and deliverables, driving accountability, reporting, and continuous improvement.
- Partner with Legal, project teams, and vendors to resolve contract issues, provide commercial guidance, and foster collaborative relationships for sustainable delivery.

**Skills & Experience**

- Extensive experience in commercial and contract management for large-scale digital transformation programs, ideally within the public sector or utilities.
- Strong background in negotiating and managing contracts for IT services, software licensing, cloud platforms, and infrastructure.
- Exceptional communication, and stakeholder management skills, with the ability to interpret complex contractual terms, resolve disputes, present performance insights, and drive alignment across teams.
- Skilled in communication, negotiation, and stakeholder engagement, with the ability to manage contractual issues and dispute escalations effectively.
- Proficient in **contract management systems**, Microsoft Office tools, and familiar with **ITIL**, **ISO standards**, and vendor governance practices.
- Tertiary qualification in Law, Business, Information Technology, or a related discipline is desirable.
