**Position Purpose**:
O’Brien Boiler Services is building a Centre of Excellence (CoE) - a strategic initiative to shape the future of industrial workforce development, energy transition capability, and knowledge-as-a-service delivery.
We’re looking for a hands-on leader and strategic thinker to help us bring this vision to life.
**The Role**:
As the CoE Operations & Compliance Lead, you’ll be responsible for establishing, scaling, and operating the Centre of Excellence. This includes driving the acquisition and integration of an RTO, navigating ASQA re-registration, and embedding best-practice compliance, quality, and operational systems.
You’ll oversee day-to-day CoE operations - from student enrolments to audit readiness - while also engaging with regulators, enterprise clients, and industry partners.
This is a rare opportunity to build something from the ground up and position O’Brien as a national leader in industrial workforce capability and risk governance.
**Key Responsibilities**
- Lead the establishment of the CoE, including systems, frameworks, and operational structures.
- Drive RTO acquisition and ASQA re-registration processes, ensuring full compliance and quality assurance.
- Oversee student services, enrolments, and course delivery support with strong governance.
- Build and lead compliance, quality assurance, and audit frameworks (ASQA, ISO, WorkSafe, funding).
- Act as primary liaison for regulators, enterprise clients, and industry partners.
- Collaborate with leadership to deliver strategic growth, partnerships, and new service offerings.
**Essential Skills & Experience**:
- 5+ years in senior RTO operations, compliance, or quality leadership roles
- Proven track record in ASQA re-registration, audits, and compliance frameworks
- Strong understanding of the VET Quality Framework, Standards for RTOs 2015, and funding requirements
- Demonstrated success in scaling training operations or leading organisational transformation
- Excellent leadership, project management, and stakeholder engagement skills
**Desirable**:
- Certificate IV in Training & Assessment (TAE40122 or successor)
- Postgraduate qualifications in education, compliance, governance, or business
- Exposure to industrial/technical training or energy sector environments
- Experience in acquisitions, partnerships, or ISO-aligned quality systems
