Principal Policy Officer

About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role Strategic Policy and Legislation develops and delivers strategic policy initiatives for QFES; supports the Cabinet process and provides advice on policy and legislative initiatives from across government and their impact on QFES; manages engagement in the State Budget; coordinates support for Queensland representatives on national emergency management fora; and provides assistance across the agency on government process and whole-of-government engagement in relation to strategic policy and legislative initiatives. Reporting to the Director, you will be a key member of the team providing professional advice and support on strategic policy and legislation issues including: undertaking research; liaising with stakeholders; drafting briefs, submissions and correspondence; and representing agency views in external forums. Key requirements Highly desirable requirements - Knowledge and/or experience in developing successful cabinet submissions and leading policy development to support service reform. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Provide high quality strategic and independent advice on issues of government policy, legislation, budget and cross-agency and interjurisdictional engagement. - Lead the identification of potential risks and issues, and develop innovative strategies and solutions that support quality business outcomes. - Prepare and review complex reports, briefing notes, submissions, departmental and other correspondence in accordance with requirements. - Deliver presentations and reports to senior executives in relation to policy and legislation initiatives across government. - Represent the department and manage liaison and coordination with government and non-government stakeholders in the development of programs, projects and policies. - Undertake high level research and critical analysis in regard to strategic policy initiatives. - Build and sustain partnerships and networks with key internal and external stakeholders to assist with meeting organisational objectives. - Operate in a small team, including mentoring and supervision of staff.
