
Change Management Lead

This position will enhance Councils change management capability and performance
through the implementation of change frameworks and management of the people side of
organization transformational projects. This position will work closely with all people
leaders to provide strategic advice, partner, coach, train and support the implementation
of change management. This position will ensure that councils change management
strategies and plans align with its strategic priorities and maximises employee adoption
and utilization. This position will work closely with all stakeholders to fulfill their roles in
managing change.

**KEY RESPONSIBILITIES**
- Develop, coordinate, and implement the organisation wide change management
strategy and plans.
- Provide strategic advice and make recommendations on change management, to the
program leader strategic workforce and key stakeholders to inform their decision
making and guide project direction.
- Enable the design, development, delivery, and management of key communications.
- Conduct impact analysis, assess change readiness, and identify key stakeholders.
- Provide input, document requirements, and support the design and delivery of training
programs.
- Develop change management plans and complete change management
assessments.
- Identify and manage anticipated and persistent resistance.
- Consult and coach project teams.
- Create actionable deliverables for the core change management plans: Sponsor Plan,
People Manager Plan, Communications Plan, and Training Plan
- Integrate change management activities into the project plan.
- Define and measure success metrics and monitor change progress
- Evaluate and ensure user readiness.
- Manage and influence key stakeholder relationships in relation to change
management such as all leadership teams, the union, project managers and staff
consultative committee

**Workplace Health & Safety**
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
**Compliance & Risk**
This position will ensure that all change activities comply with relevant legislation and risk
management plans where applicable are managed.
**COMMUNICATION**
This position requires extensive written and verbal communication, and interpersonal
skills. This position provides direction and input into strategic change programs that
influence and impact the whole organisation.
This position will prepare and deliver strategic communications to and on behalf of the
senior leadership team including briefing papers for councillors, reports, staff
communications, strategy documentation and correspondence with unions which are
complex and sensitive. This position is also required to coach, influence and develop all
levels of leadership to increase their capability to lead change and to support them to
manage staff issue
