**THE ROLE**
The Department of Families, Fairness and Housing is establishing a new service model that will support 10- and 11-year-olds engaging in high harm behaviours with complex needs who are at risk of future engagement with the justice system. The service will provide an intensive and coordinated response to these children and families targeted to addressing the underlying drivers of high harm behaviours.
Four MASP Coordinators (one per DFFH division) will support area-based multi-agency safety planning for children at risk of high harm behaviours and contact with police. Coordinators will be responsible for establishing MASP partnerships with key organisations and agencies at area-level and will work with these partnerships to identify high-risk children in the local area, share information, and develop individual and community safety plans to support incident response.
The position will report to the Statewide Coordinator, who will be a central intake point for the service and will determine eligibility, manage referral processes, and monitor service capacity.
**ACCOUNTABILITIES INCLUDE**
- Initiate and maintain effective relationships and negotiate with internal and external stakeholders at peer or senior levels to gain cooperation and meet service delivery objectives, including:
- establishing local multi-agency partnerships in each area (including with DFFH, Victoria Police and other partners) to share intelligence, and identify and plan incident responses (safety plans) for high-risk young people
- facilitating regular area-based meetings of the partnership to gather/share intelligence, monitor trends, undertake peer network mapping and identify cohort needs.
- Manage delivery of key functions integral to the service model, including:
- developing individual incident/safety plans for the identified cohort. This may include a broader of group of high-risk young people than those engaged directly with the service response for 10- and 11-year-olds
- facilitating referrals for 10- and 11-year-olds who meet the service eligibility criteria to the Statewide Coordinator. This may include referrals for the full family services response and/or access to specialist services where a child is already engaged in other intensive services.
- Use innovative thinking and analysis to advance solutions to area-based issues, including facilitating community-based safety planning based on analysis of local cohort needs. This may involve identifying/supporting initiatives that disrupt harmful behaviours and promote pro-social behaviours and skills development.
