We are currently working with a local Council. They are looking to recruit a Financial Analyst on a 12-month contract with possible extension.

About the role:
To provide expert financial management services to the Branch in relation to it’s Capital, Asset Replacement and Operational programs with a focus on forward looking business outcomes and continuous improvement. The Financial Analyst will analyse, provide support and review data integrity during the generation of the end of month suite of documents for the various programs and service areas; review, monitor and reconcile the capital works program; provide expert advice support as well coordinating annual budgets and budget amendments; and assist and provide financial advice to service areas for current and future contracts.

Responsibilities will include:

- Annual Budget:

- Co-ordinate the development, enhancement and effective implementation, in accordance with the budget process timetables, of financial budgeting processes consistent with Council’s objectives including preparation of capital and operational budget submissions and service enhancements.
- Provide expert advice and direction to the Manager and Program Leaders on all budget related issues and prepare reports, business cases and be responsible for problem solving pertaining to financial management across the branch.
- Capital and Operational Programs:

- Responsible for the provision of timely and accurate financial reports that meet the operational objectives for the capital and operational programs of the branch and to provide same to relevant stakeholders.
- Manage the reserves, trusts ledger and all other income funding associated within the Parks business.
- Financial Performance and Reporting:

- Responsible for providing strategic analysis and interpretation of financial performance reports, operating results and specialist advice to meet senior management requirements, including verification of data integrity and correct cost allocation.
- Provide and develop appropriate management accounting reports and processes to assist the Manager and Program Leaders in the financial management of their respective areas.
- Contracts and Systems:

- Assist Senior Officers within the Parks Branch in monitoring construction process and time, cost and variations to the contract for projects delivered as part of the capital and operational programs.
- Provide expert financial analysis and advice for tender evaluations and pricing assessments.
- Oversee purchase order and procurement activities to ensure compliance with corporate requirements.
- Perform cost based and scenario analysis to inform business decisions in alignment with business plans.

About you:

- A Degree in Accounting, Business or other Financial discipline will be essential. Membership or eligibility for membership of a Professional Accounting Body is desirable (CPA/CA).
- Demonstrated extensive practical accounting experience with the skills and ability to analyse and report on financial related matters.
- Local Government experience, highly regarded.
- Demonstrated financial management knowledge and skills and the ability to research / analyse / report on financial related matters including the ability to make prompt reliable decisions within the bounds of allocated responsibilities.
- Demonstrated ability to effectively communicate, consult and negotiate with internal and external stakeholders.
- Demonstrated ability to plan and lead projects and tasks in a sensitive, demanding and complex environment.
