The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch and Section**:
The TCoE provides a range of test services, including test management, manual testing, test automation, and performance testing, as well as test support services like service virtualisation and test data management. It supports the Department's move towards contemporary development and delivery models, including Cloud, Continuous Integration, and Continuous Deployment (CI/CD), DevOps, and Agile.

**About the Role**:
Join ETSA in working through cutting edge technologies of software and hardware within the Department of Home Affairs. ETSA has exciting opportunities for enthusiastic and driven individuals who have an interest in driving quality outcomes to contribute to the prosperity, security and unity of the nation.

The role will be working with a variety of stakeholders across multiple programs of work, leading a team of 5+ ensuring the Section quality frameworks and standards are being complied by projects. The Test lead will assist their manager with creating and disseminating test artefacts during the delivery of a project.

**Specific Duties/Responsibilities**

The Test Lead is expected to:

- Conduct and lead the planning of test artefacts using appropriate tools, not limited to Test Estimation, Test Schedule, Test Strategy, Test Plan, Test Execution Reports, Defect Modelling Reports, and Test Summary Reports
- Conduct risk management, identifying mitigation strategies when risks are identified
- Conduct and lead the delivery of analysis, planning, execution, delivery and performance improvement activities using appropriate tools
- Have an awareness of automation and performance testing activities for their projects
- Create, execute, and report high-quality test artefacts such as a project’s test matrix, as well as its test cases, defects, and complex test data, ensuring they adhere to section standards and guidelines
- Coach, mentor, and provide on-the-job training to resources at the same level, as well as junior resources
- Provide recommendations for financial planning and budgeting within the project. Using sound judgement, collate and provide an analysis of financial data and reports to facilitate decision making
- Initiate, build and maintain stakeholder relationships across the ICT division, with the business, and with operational areas, both internally and externally

**Role Requirements/Qualifications**:
Mandatory Requirements:

- Extensive experience in system testing or quality assurance roles will be highly desirable
- ISTQB Foundation Certificate or equivalent certificate, or relevant practical experience
- ISTQB Advanced Level Test Analyst or equivalent
- Experience or knowledge of a wide variety of testing tools, testing techniques and methodologies, and the effort required to undertake specific testing activities
- Experience with Agile delivery methodologies

Desirable:

- ISTQB Foundation Agile Extension Certificate or equivalent
- ISTQB Advanced Level Agile Technical Tester or equivalent
- ISTQB Advanced Level Technical Test Analyst or equivalent
- ISTQB Advanced Level Test Automation Engineer or equivalent
- ISTQB Foundation Level Mobile Application Testing or equivalent
- Experience with DevOps, CI/CD practices
- Certification in automation tools
- Certification in performance tools

**About you**:

- You are an experienced hands-on Test Lead with demonstrated knowledge of leading a team across integrated environments
- Crucial to your success in this role will be your excellent stak
