Purpose of specific work area and position
Community Capability and Volunteerism (CCV) is responsible for identifying and developing community education programs across all hazards that are consistent with the strategic direction of the Queensland Fire and Emergency Services (QFES) that require implementation on a state-wide basis.
Community Engagement provides communities with appropriate opportunities to understand risk, and ways of managing risk, enabling communities to be better prepared in an emergency. The team manages and coordinates statewide community programs such as: Fire Ed;; Fight Fire Fascination; Road, Attitudes and Action Planning; SafeHome; and also supports regions in undertaking community engagement activities, through the Regional Community Engagement Officers.
The Manager, Community Engagement will be required to represent QFES to the community, government agencies, industry bodies and associations to ensure the maintenance of a positive image and to identify best practice activities within areas of community engagement. You will take the lead role in managing and providing expert advice for the successful development, introduction and maintenance of community education programs to be utilised by the QFES for the communities of Queensland, ensuring all activities and initiatives undertaken within the duties and responsibilities of this position correlate with and support the processes and elements as approved and implemented within the QFES policy framework.
Reporting to the Director, CCV your responsibilities will also include:
- providing policy, legislative and technical support and advice to ensure the effective delivery of services through the best use of human, financial and capital resources.
- contributing to the development, maintenance and coordination of high quality fire and road safety education policies and programs that support a comprehensive and proactive regional implementation of QFES' community safety goals
- providing high level professional support and advice to senior managers and operational staff in the areas of public education, fire prevention, and internal and external marketing and public education strategies
We are seeking Expressions of Interest from Fire and Rescue Service operational staff in conjunction with the current generic Inspector role description (see additional information below).

Primary duties
In addition to the generic Inspector, Fire and Rescue Service role description, the purpose of the Manager, CEU includes but is not limited to:
- Lead and manage the development of community education programs, initiatives and associated recources.
- Manage the interface between the activities of the unit and regions to maximise the cooperation and skills transfer between these functions.
- Monitor the effectiveness of community education programs, initiatives and in achieving planned outcomes within the community.
- Provide for the effective financial management and ensure compliance with statutory reporting, audit and accountability requirements.
- Manage and provide advice on complex contract and procurement matters in accordance with the principles of the Queensland Government Contract Management Framework and procurement.
- Manage staff requirements, including administration and human resource issues and engage with staff on organisational change processes to achieve the future vision of the QFES.
- Manage the development and implementation of policies, guidelines, processes and procedures relating to community education for internal and external stakeholders.
Additional information
- Hold the rank of substantive Inspector or suitably qualified Station Officers are encouraged to apply.
- Applicants may be required to travel and work within the area of responsibility e.g. Brisbane Employment Location and may also be required to undertake intrastate and interstate travel.
