**The Opportunity**:

- Lithgow City Council _has an exciting opportunity for an **Infrastructure Recovery Coordinator** to join their team in Lithgow, NSW.

Reporting to the Transport Manager, you will be responsible for administering the Disaster Recovery Funding Arrangements (DRFA) for the construction and repair of damaged roads and drainage infrastructure, ensuring quality outcomes as per the Community Strategic Plan and operational plans.

More specifically, your duties will include (but will not be limited to):

- Administer the DRFA for roads and drainage infrastructure reconstruction and repair in accordance with the NSW Natural Disaster Essential Public Asset Restoration Guidelines and the Disaster Recovery Funding Arrangements 2018 (Australian Government).
- Prepare scopes of work for all Immediate Reconstruction Works (IRW) and estimates for all Essential Public Asset Reconstruction (EPAR) works.
- Ensure that all assets are inspected and their condition is recorded prior to any emergency or IRW is commenced and recorded in Council's Records Management System.
- Submit all claims and documentation associated with the DRFA program to Transport for New South Wales (TfNSW) and any other government departments as required and in a timely manner to ensure cash flow is sustained.
- Liaise with the Assets and Infrastructure Planning Manager and Transport Manager on the optimal delivery and procurement methods for the reconstruction/repair projects.
- Provide regular status reports on DRFA projects to the Director Infrastructure Services and write reports as required to keep the Executive and Council informed on program progress.
- Engage consultants as required to perform designs and investigations as required for DRFA projects and ensure progress is adequate to meet timeframes/deadlines.
- Produce tenders, procurement documentation and packages of work for DRFA projects.
- Assess tenders, analyse proposals and produce recommendation reports as required for efficient decision making of Council.
- Assist in quality control of all works, maximise utilisation of resources, initiate and encourage innovative design, and/or work practices.

**About you**:

- Tertiary qualifications in Civil Engineering, Project or Contract Management or related discipline from an Australian University or relevant overseas qualifications suitable for graduate membership of the Institution of Engineers, Australia.
- Relevant work-related experience in the field of civil engineering and financial management, including demonstrated experience in managing consultants; contracts and infrastructure projects on time and within budget.
- Demonstrated Project Management & Contract Management experience
- Experience in or knowledge of the DRFA guidelines and claims process
- Sound knowledge of relevant legislation including Local Government Act, Environmental Planning and Assessment Act, Roads Act and related legislation, regulations and codes.
- Current NSW Class C Driver’s Licence
- Demonstrated interpersonal skills, including the ability to communicate effectively orally and in writing.
- Demonstrated computer skills including Microsoft Project or similar.
- Demonstrated high level of communication abilities/skills
- Demonstrated commitment to honesty and integrity
- Demonstrated commitment to and understanding of Work Health and Safety
- Experience in the management of infrastructure construction/repair following a natural disaster
- Previous Local Government experience
- Detailed knowledge of TfNSW DRFA requirement and processes
- Microsoft Office computer programs and Civil Engineering software
