**About the Division**

The objective of the Business Management Services unit is to effectively coordinate and manage a range of critical functions on behalf of to IMTD, including governance of financial activities associated budget management, high value high complex contracts, contractual invoicing and purchasing activities, as well as audit coordination, business planning and reporting, and policy and compliance governance activities.

**About the Role**

Are you a strategic financial professional with a passion for budgeting, service costing, and driving financial insight in a complex, high-impact environment?

We are seeking an **IT Service Cost Analyst** to join our Business Management Services Unit (BSM) within the Information Management and Technology Division (IMTD). This is a unique opportunity to play a critical role in financial governance across one of the largest technology environments in Victoria, supporting services to over 1,500 schools, 50,000 teachers, and 650,000 students.

**Attributes**
- Strong ability to interpret financial data, develop costing models, and provide insightful analysis to support decision-making at a strategic level.
- Skilled in identifying financial trends, risks, and improvement opportunities, with a proactive approach to problem-solving in complex financial environments.
- Excellent written and verbal communication skills, with the ability to convey complex financial information clearly to non-financial audiences and influence stakeholders at all levels.
- High level of accuracy in financial forecasting, reporting, and modelling, ensuring compliance with standards and internal governance requirements.
- Advanced skills in Microsoft Excel and experience with budgeting and reporting tools (e.g., Oracle, SAP, PowerBI), as well as a good understanding of costing methodologies.
- Proven ability to manage project budgets and lead cost estimation processes, with experience supporting large-scale ICT initiatives or programs.
- Understanding of public sector financial frameworks, audit processes, and the importance of transparency, accountability, and compliance in financial operations.
- Ability to work both independently and as part of cross-functional teams, contributing to shared outcomes and continuous improvement initiatives.
- Demonstrated ability to manage multiple priorities, meet deadlines, and deliver high-quality outputs in a dynamic environment.
- Comfortable navigating change, handling pressure, and adapting to evolving priorities or requirements in a complex organisational setting.

**Desirable**Qualifications and Experience**
- 5+ years of experience in financial analysis, service costing, or budget management
- Background in IT services, public sector, or shared services (preferred)
- Strong financial modelling and Excel skills; experience with Oracle, SAP, or PowerBI is advantageous
- Exceptional communication and stakeholder engagement skills
- Strategic mindset with strong attention to detail and resilience in high-pressure situations
