
Principal Environmental Ranger

The Principal Environmental Ranger n has high level business and operational skills in
managing the amenity of public places through education and enforcement of legislation,
codes and policies. The role sets up the framework and leads the team to achieve
successful outcomes, better neighbourhoods and seamless customer service.
A prime accountability is the management of parking compliance. Whilst this remains a
priority, by necessity the service will continue to redirect resources based on risk.
**RELATIONSHIPS
**Reports to**:Manager, Environmental Compliance

**Staff Responsibility**:9 FTE with 3 direct reports.
**Key Internal Relationships**:Most sectors within the organisation including
Council’s legal advisors.
**Key External Relationships**:Residents, tourists and business sector. State
Government agencies including NSW Police and
other emergency services personnel.
**KEY RESPONSIBILITIES
**Leadership**
Both as the lead of the Ranger Services Team and as an individual:
- Continually improve work practices, systems and procedures of the team to ensure
environmental and amenity outcomes are managed in a timely, efficient and consistent
manner.
- Provide guidance and leadership to the team and other Council officers in relation to
outcomes.
- Review the performance of team members and provide support and coaching to
improve overall team performance and maintain staff wellbeing.
- Evaluate compliance approaches and enforcement outcomes. Determine strategies
that seek to improve community amenity in the local government area.
- Develop and implement quality indicators for Ranger Services in collaboration with the
team and Manager.
- Align the operations of the business to achieve the outcomes required by Council’s
operational plans.
- Act as a key cultural champion working in an environment that requires collaboration
and communication. Remain agile to respond to the variety of workplace demands
whether that internal or externally driven.
- Remain alert to business situations (risks and opportunities) and develop strategies in
collaboration with functional experts that lead to sound decisions that drive success.
- Ensure consistent compliance actions are taken in accordance with the Enforcement
Policy.
- Model behaviours that promote integrity, ability, sound judgement and transparency in
decisions and process.
**Education and Compliance Activities
- Monitor legislative changes and changes in government direction in order to identify
impact and response.
- Design and implement community education / awareness programs appropriate to the
Team’s activities.
- Provide specialist advice on legislative responsibilities to avoid, minimise and mitigate
adverse impacts.
- Develop and provide expert advice on guidelines, policy, strategy and procedures that
promote and achieve environmental and amenity outcomes.
- Prepare evidence-based reports and accurate file notes in support of compliance
recommendations and decisions.
- Ensure a coordinated and informed approach to environmental and amenity protection
in the local government area by working with other areas of Council and authorities
external to Council (eg NSW Police).
- Manage budgets, invoicing, purchasing and income allocations for the service.
- Promote the use of new technology, systems and processes to improve the long-term
operational performance of the team.
- Work with the Senior Rangers to maximise efficiency of resource utilisation and scope
of work activities within the team.
- Manage and review companion animal pound arrangements, overview contract
management of these services.
- Co-ordinate parking control management across the local government area.
- Provide operational support to the functional areas.
- Attend to court challenges and representations on fines issued by subordinate staff.
