**Eligibility**
- To be eligible for employment with the Department of Health and Aged Care (the
department) applicants must be an Australian citizen at the time an offer of
employment is made
- An applicant’s suitability for employment with the department will also be assessed
through a variety of pre-employment check processes, such as:
- Satisfactory completion of an Australian Federal Police criminal history check,
and where relevant a Working with Children and Vulnerable People Check.

**Division Responsibilities**
The Home and Residential Division is responsible for providing aged care to older people
that suits their needs and preferences. It is responsible for the reform work to improve aged
care services at home and in residential care. This includes:
- Management of the Home Care Packages Program, Commonwealth Home Support
Programme and Short-Term Restorative Care (including Residential Respite service
referrals).
- Implementation of the Australian National Aged Care Classification (AN-ACC) funding
model for residential care.
- Commissioning a new Single Assessment Service, and
- Development, implementation, and the management of efficient, effective and
sustainable funding programs for home and residential care.
**Branch Responsibilities**
The Home Care and Assessments Branch is responsible for ensuring older people have
equitable access to aged care assessment and to Home Care services by developing and
implementing evidence-based policy and program improvements. This includes:
- Ensuring effective access to aged care for older people through proactive program,
contract and quality management of the Aged Care Assessment Program (ACAP) and
the Regional Assessment Service (RAS), and
- Administration of the Home Care Packages Program including policy development,
program management, data remediation, reporting and responding to stakeholder
feedback.
**Section Responsibilities**
**Home Care Operations**
The Home Care Operations Section is responsible for the continuous operational
improvement of the Home Care Packages Program, whilst improving the sector’s
understanding of the Program’s legislative framework. The Section is responsible for:
- Ministerial correspondence, enquiries, complaints, escalations and Ombudsman
requests
- Stakeholder engagement and Secretariat for stakeholder engagement meetings
- Program risk management and provider monitoring
- Data remediation
- Support and triage for Home Care recipients in vulnerable situations; and
- Development and maintenance of Home Care operational manuals for service
providers and care recipients.
**Home Care Policy**
The Home Care Policy Section is responsible for ongoing policy development and
implementation for the Home Care Packages Program. This includes:
- Improvements to the transparency and comparability of Home Care pricing
- Home Care governance
- Budget and MYEFO measures, and
- Support to in-home aged care reform.
**Assessment Delivery**
The Assessment Delivery Section is the “gatekeeper” to Commonwealth aged care funding
and programs. It supports effective access to aged care assessments for older people
through proactive program, contract and quality management of the Aged Care Assessment
Program (ACAP) and the Regional Assessment Service (RAS). The Section provides:
- Critical operational policy and program guidance to assessors
- Program advice for assessment delivery across Australia
- Implementation of initiatives to drive improvements in assessment quality and
performance
- Program payments, novations and variations, and
- Effective liaison and communication with the assessment workforce.
**Monitoring and Analysis**
The Monitoring and Analysis Section tracks, analyses and reports on key aged care
performance indicators to inform policy decision making. Key responsibilities include:
- Researching and analysing how the Home Care Packages Program is performing and
briefing executive on areas of concern or interest
- Using data to drive innovation, inform reform of in-home aged care and improve
performance and service delivery, and
