Canberra, Australia The Treasury - Australian Government Full time

Working within the Budgets and Portfolio Coordination Unit of Treasury’s Chief Finance Officer Branch, APS Level 6 External Budget Officers undertake a range of responsibilities:

- Managing Treasury’s budget estimates, including
- preparing and reviewing estimates models to support the budget estimates,
- maintaining timely and accurate estimates data in Budget systems including the Central Budget Management System (CBMS) and Treasury’s internal TM1 system.
- Assisting Treasury’s business areas with the development of policy costings for Cabinet Submissions and New Policy Proposals.
- Providing advice to business areas and executives on the Commonwealth Budget process.
- Contributing to the preparation of Budget publications, including the Portfolio Budget Statements and Additional Estimates Statements.
- Assisting with briefing on budget process, budget estimate and costing issues for senior executives and Treasury Ministers.
- Working with internal and external stakeholders, including the Department of Finance.

The role is fast paced and dynamic, with peak periods around the Commonwealth Budget process (typically from March to early May) and the Mid-Year Economic and Fiscal Outlook process (typically from September to November).

**Desirable Qualifications / Experience**

The following are considered essential:

- Relevant academic qualifications in accounting, finance, economics, or similar fields.
- Demonstrated analytical skills (including competence with Microsoft Excel).
- An ability to communicate effectively and confidently.
- A capacity to work effectively in a high tempo and demanding environment.
- Experience with government budgeting processes and financial frameworks.

The following are considered highly desirable:

- Professional accounting qualifications, or progression towards certification.
- Previous experience in an external budget role, or a technical financial accounting role.
- Experience in the use of financial management and information systems - Treasury uses TechnologyOne and IBM TM1.
- Experience with the Central Budget Management System (CBMS).
