About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of role Strategic Operational Planning supports operations through the leadership, management and integration of high level planning products and services to respond to fire and disaster events and maintain an operational capability that contributes to the development of risk based planning and policy at all levels of Queensland Disaster Management Arrangements (QDMA). This support will be crucial for the department's response to the 2032 Olympic Games 2032 Paralympic Game. The [Olympic Games] team members will lead and manage the initial capability planning and identification of departmental resources to successfully deliver capacity, preparedness and response initiatives to ensure public safety during the 2032 Olympic Games and Paralympic games. Reporting to the Executive Manager, you will be responsible for leading the development and management of processes to deliver the department's Olympic Games Program and ensure key project deliverables and milestones are achieved. You will facilitate the strategic planning to identify and manage risks and issues, and effectively allocate program resources, including policy and procedure development through effective stakeholder engagement that supports a collaborative planning approach to operational requirements to ensure the delivery of professional fire and emergency services with respect to the Olympic Games 2032 event are achieved in-line with whole-of-government planning and departmental objectives. Key requirements Highly desirable requirements - High-level experience in managing projects and/or qualification in project management. - Knowledge and/or experience in disaster management concepts and principles. Special requirements - Applicants may be required to obtain and maintain a security clearance to the minimum level of Negative Vetting Level 1. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage program activities and perform high-level detailed business analysis, and evaluation to develop strategies for operational capacity and capability requirements to ensure public safety during the Olympic events. - Plan and manage complex project initiatives, in line with best practice methodologies for the design and implementation of program initiatives, in consideration of organisational and whole-of-government objectives. - Provide high-level advice to senior management and key stakeholders on a range of issues impacting and/or influencing service delivery to enable informed business decisions and meet changing needs. - Implement plans, and coordinate associated tasks, including regular progress status reports, financial budget planning, and realisation to ensure quality outcomes and program deliverables are achieved. - Research, analyse, interpret and solve problems and issues to support project implementation and integration, and identify opportunities for improvements in processes and service delivery. - Manage, prepare and review reports, submissions, briefs, correspondence and communications on a range of complex issues related to project plans and schedules, in accordance with departmental requirements and governance. - Build and maintain effective working relationships with key internal and external stakeholders, ensuring high-level collaboration and engagement occurs to develop and implement best practice outcomes, initiatives, and service delivery. - Represent the department on high-level committees, meetings, working groups and forums in the development of operational plans, policies and procedures to ensure project deliverables and deadlines are achieved or re-prioritised to meet program objectives.
