Export Control and Security Officer

As part of the Office of Research Ethics and
Integrity, the Export Control and Security
Officer supports members of the University
community to comply with Commonwealth
legislation and guidelines concerned with
defence export control. They are also the
designated security officer under the Defence
Industry Security Program (DISP).

The position develops, implements and
maintains good governance practices and risk
frameworks to ensure the University’s
compliance with export trade controls
legislation governing the export, supply,
publication, and brokering of goods on the
Defence and Strategic Goods List (DSGL) and
defence industry security requirements.

As a designated security officer under DISP,
the person in this role must hold Australian
Citizenship only (not dual).

This position reports to the Manager, Research
Ethics and Integrity for supervision, workload
management and for Performance Planning
and Review (PPR).

**Key responsibilities include**:

- Lead QUT’s export control and defence

security strategy and compliance on behalf
of the Deputy Vice-Chancellor and Vice
- President (Research) and enterprise.
- Manage the University’s membership of the

Defence Industry Security Program (DISP).
- Oversee the governance, record-keeping,

and annual reporting related to export
controls and defence security accreditation.
- Implement a security risk framework that

includes development of policies, plans and
procedures.
- Liaise with the Defence Export Control

Office about research activities covered by
the Defence Trade Controls Act.
- Assist researchers to obtain permits from

the Government under export control
legislation.
- Lead training campaigns across the

University on export control compliance and
defence industry security requirements.
- Establish and maintain strong networks with

key stakeholders, organisations, and
government departments to maintain a
corporate awareness of the export control
and security environment.
- Comply with health and safety policies,

procedures, hazard reporting and safe work
practices.

To ensure job flexibility the successful
appointee may be required to:

- perform any other duties as nominated by

the University consistent with the relevant
classification descriptors detailed in the
Enterprise Agreement. Staff undertaking
any new duties will receive training;
- participate in job rotation or multiskilling in

consultation with their supervisor;
- work across campuses.

This appointment will be offered on an
ongoing, full-time basis.

Selection Criteria
1. Education, training and/or relevant

experience equivalent to postgraduate
qualifications or progress towards
postgraduate qualifications in a relevant
area - for example law, science,
engineering or information security, and
extensive relevant experience.

2. Experience in risk management and
compliance relating to export trade control
legislation, ideally in an environment that
supports research.

3. Experience in a defence industry setting
with knowledge of defence security
concepts and experience in the provision
of complex security advice within the
Defence Industry Security Program (DISP)
framework.

4. Experience in the development and
implementation of compliance processes
related to export trade controls and
security governance in a large and
complex organisation.

5. Highly developed written and interpersonal
skills, including the ability to form strong
networks, and liaise with colleagues while
maintaining confidentiality.

6. Demonstrated ability to contribute
proactively to a high-functioning
collaborative team environment with a
strong client focus.

**Remuneration and Benefits**
- The classification for this position is Higher
- Education Worker Level 8 (HEW8) which has
- an annual remuneration range of $120,338 to
- $136,408 pa. Which is inclusive of an annual
- salary range of $101,687 to $115,266 pa, 17%
- superannuation, and leave loading.
