**The Role**
We have an exciting opportunity for an experienced Capability Analyst to support the JP9101 Ph1 Enhanced Defence High Frequency Communications System (EDHFCS) capability.
The DHFCS is the ADF’s strategic high frequency communications system and the project will enhance it to enable new services and increase interoperability.
This is a long-term program working as part of the Joint Communications Directorate within the Joint C4 Branch - Joint Capabilities Division. You will support the Commonwealth in the management, coordination and governance of the EDHFCS capability as it undergoes the upgrades.
You will coordinate stakeholder engagement activities across various Defence groups and services, performing complex writing and analytical work within a capability environment. You will be accountable for having the knowledge of and ensuring compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.
The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace. Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA).
**About our Team**
Join a small team of ADF, APS and contractors that work collaboratively with a wide variety of Defence experts, institutions and processes, to ensure strong management, coordination and governance of the DHFCS and enhancement project.
The Directorate reports to senior military officers and develops agendum papers for senior Defence Committees for ministerial submission.
Team members produce analysis and briefs and assist in policy development both individually and collectively, represent their area and have opportunities to become familiar with how Joint Capabilities Group and Defence works at the strategic Headquarters level.
We are seeking a highly motivated, resilient and collaborative individual to work cohesively in a team to analyse and solve complex capability related issues.
- Lead and prepare the development of HF strategic policy whilst maintaining an awareness of the ADF HF environment;
- Have expertise in capability development processes including assisting CASG in delivery of projects while maintaining a capability manager representative stand point;
- Track HF communications technology, assess industry pitches and provide informed advice to senior leadership to assist in informing future investment;
- Evaluate, independently analyse and provide advice on capability proposals, including assessments of the strategic context, options, resource implications, and risks;
- Be accountable for accurate completion of work within timeframes, sharing their own expertise with others to achieve continuous improvement in the work area;
- Actively participate in Joint and five eye technical workshops in the HF communications environment.
