**Job location**
Forensicare is the statutory agency responsible for the provision of adult forensic mental health services across Victoria. The Mental Health Advice and Response Service (MHARS) operates Monday to Friday in eight metropolitan courts: Melbourne, Broadmeadows, Ringwood, Heidelberg, Dandenong, Frankston, Moorabbin and Sunshine.
MHARS services to the Bail & Remand Court (BaRC) are provided onsite at the Melbourne Magistrates Court of Victoria. MHARS BaRC services will function on weekends from 9:00am to 5:00pm, and on public holidays from at least 2:00pm to 10:00pm.
**About the Role**:
The Mental Health Advice and Response Service (MHARS) is a liaison and advice service aimed at providing clinical advice on the mental health of accused persons. Specialist clinical mental health advice is provided to Magistrates, Community Correctional Services (CCS) and accused persons to ensure effective assessment, treatment and management, and that court processes are applied while accounting for community safety and the mental health needs of the individual.
MHARS is comprised of two service streams:
- The Mental Health Court Liaison Service (MHCLS) - The Liaison service provides advice directly to Magistrates as required to inform decisions or determine whether a person can participate in court processes,
MHARS BaRC services will function on weekends from 9:00am to 5:00pm, and on public holidays from at least 2:00pm to 10:00pm.
MHARS BaRC will provide specialist clinical mental health advice to magistrates, Community Correctional Services (CCS) and accused persons to ensure effective assessment, treatment and management, and that court processes are applied while accounting for community safety and the mental health needs of the individual.
MHARS BaRC will provide advice on an individuals' mental health as needed:
- directly to magistrates to inform decisions or determine whether a person can participate in court processes; and
- to court support services and other court staff as required to support development of and participation in court programs.
MHARS BaRC will also raise awareness and educate the court and relevant stakeholders of mental health, particularly in the context of the person's offending. The Provider will do so through consultation and education to CCS, magistrates and users of the court on mental health services and mental health issues.
**Duties**:
- Provide mental state assessments and court reports to support informed judicial decisions to reduce delays in court proceedings and remands
- Provide advice on diverting clients from the judicial system (if possible) through mental health legislation
- Establish links to mental health providers for court users as required
- Refer people to appropriate services for further testing and treatment if necessary (as listed under the_ Mental Health Act_ 2014)
**About You**:
- A Tertiary Degree level qualification in Psychiatric Nursing.
- Demonstrated experience in mental health within complex service delivery environments including 5 years post registration experience in acute or community psychiatry.
- Demonstrated knowledge of relevant legislation, including the Mental Health Act 2014, The Sentencing Act 1991, and the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997.
- An understanding of the interface between mental illness and offending behaviour.
