**What does the business unit do?**

The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.

Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes. The specialist groups within DDI consist of Technology Solutions and Evidence and Insights.

Technology Solutions explores and employs modern technology to enable the department's business to function via the use of modern, appropriate platforms, products and services.

Evidence and Insights leads the DJCS data reporting, analytics and modelling program, outcomes measurement and evaluation services. It includes the Crime Statistics Agency and National Coronial Information System.

The DevOps group within Technology Solutions is responsible for the development and operations of enterprise platforms. These platforms include the department's AWS Platform and Landing Zone, enterprise service bus, consolidated data base platform, web platform, online transactions environment, M365 development, ServiceNow platform and DevOps tooling. The DevOps group preferences Agile methodologies in operations, utilising Kanban, Scrum and SAFe. The team is collaborative at its foundation and aims to deliver services to citizens and the rest of the department that are simple, repeatable, innovative and end-user focused.

**What will the role do?**

The Web Development Manager is responsible for:

- Leading the Web DevOps team and driving the product management of the DJCS enterprise content management system and AWS Platform.
- Being the Product Owner liaison to business-based website owners to support the growth of repeatable capabilities to improve communication and service delivery to citizens.
- Driving innovation and change in the team's integration of DevOps and Agile methodologies to support critical business process development.

**What skills should a Web Development Manager have?**
- Significant understanding and demonstrated expert use of a range of digital and online design and development tools, including the use of recognised and emerging technologies.
- Expert level proficiency across the department's DevOps environment including the below:Continuous Delivery principles and tools (e.g. Jenkins, BitBucket, Git, Ant, Subversion, automated testing frameworks).
- Web tools and technologies including HTML5, CSS, SASS, JavaScript, AJAX, jQuery, Node.js, PHP.
- Open-source software implementation and maintenance.
- Content management systems (Drupal 8+ highly preferred).
- Cloud based platform infrastructure (e.g. AWS) & architectural principles.
- Middleware tools (i.e. WebSphere, Ansible, LAMP).
- Experience managing, developing and maintaining the implementation of enterprise digital brand and design artefacts.
- Experience using and configuring source code control and multi-branch environments.
- Expert experience in building, driving and maintaining documentation in a team knowledge base.
- Demonstrated involvement with open-source communities.
- Experience across a range of software development methodologies including Agile based methodologies such as Scrum, Kanban, TDD, BDD, Lean and XP.
- Excellent communication skills with experience in working collaboratively with closely aligned teams (“DevOps”) to ensure projects and operations are delivered.
- A relevant business or ICT tertiary qualification is highly desirable.
- Scrum Master and/or SAFe certification is highly desirable.
