Since its inception in 1997, the Rural Workforce Agency Victoria (RWAV) has become a significant
and successful non-profit organisation based in Victoria, Australia.
RWAV improves access to quality primary care health services and other health services for
rural, regional and First Nations communities across Victoria. We improve health outcomes
through effective and customised health workforce solutions that are informed through
partnerships, workforce and population health data, and collaboration with communities.

- Providing health workforce recruitment, locum services, outreach and grant programs.
- Influencing key decision-makers through our health workforce data, research and
analysis expertise.
- Collaborating to support a well-distributed, high-quality health workforce
throughout Victoria.

The Role
As an integral member of the Senior Leadership Group the General Manager People & Culture will
support the achievement of organisational goals through provisions of expert and highly influential
support and leadership on all people and culture matters.
The General Manager People & Culture will possess expert analytical capabilities and business
acumen to identify high level People & Culture priorities, lead the development of significant
projects and review the effectiveness of initiatives, practices and continuous improvement
methodologies.
The General Manager People & Culture will utilise high level leadership and management
capabilities to ensure strategic alignment and to effectively lead, manage and develop members of
the People & Culture team to provide support and direction to key internal stakeholders.
This role will encourage an organisation-wide commitment to quality by leading customer-centric
development initiatives, empowering staff by recognising the importance of individual
contributions and analysing and evaluating data to make decisions that address current and future
business and human capability needs.
Key Responsibilities
The GM People & Culture will lead the people management and engagement function at RWAV
to achieve organisational goals while also providing leadership in fostering an open, positive
and inclusive workplace culture.
The GM People and Culture is relied upon to:
- Provide strategic guidance and leadership to design and implement people and culture
initiatives to achieve organisational objectives with a focus on:
o improving attraction, engagement and retention of staff.

- implementing, monitoring and evaluating systems to improve staff performance.

organisation.

behaviours, including being proactive in the prevention of harassment and
psychosocial stressors.
- Contribute to the communication and promotion of RWAV’s mission, vision, strategy,
policies and procedures throughout the organisation.
- Provide professional and timely advice and service on human resources/organisational
development issues.
- Maintain current knowledge of all relevant employment legislation and ensure such
knowledge is effectively communicated within the organisation.
