**Role Details**
The Child and Family Support System (CFSS) reform is a major part of the Government’s child protection strategy, Safe and well: Supporting families, protecting children. The Principal Project Officer - Contracts is a critical role within the Early Intervention Research Unit, Department of Human services. The role is responsible for leading and coordinating the development of complex contract management negotiations and supporting procurement activities based on proven evidence and contemporary service design and research for the commissioning/recommissioning of state-wide services aligned to the CFSS reform agenda. The Principal Project Officer - Contracts is a role within the Early Intervention Research Directorate (EIRD) and is accountable to the Manager, Evidence and Implementation, EIRD for:
- leading and coordinating the development of complex contract management negotiations and documentation and supporting procurement activities based on proven evidence and contemporary service design and research for the commissioning/recommissioning of state-wide services aligned to the Child and Family Support System (CFSS) reform agenda
- establishing and developing effective collaborations and a network of strategic alliances with key stakeholders across government and non-government agencies including Aboriginal Controlled Organisations
- leading and coordinating the implementation of significant projects and programs contributing towards the achievement of EIRD and Departmental outcomes.
Key outcomes and accountabilities
1. Lead complex contract management processes with funded non-government organisations (NGO’s) and build capacity of the NGOs to be able to fulfil their contract obligations.
2. Prepare major briefs, contract management documentation, and reports to a range of stakeholders within the required deadlines.
3. Provide expert advice to EIRD senior management on the performance of service provider contracts, including working closely with internal stakeholders including those responsible for financial and legal functions.
4. Develop and maintain strategic partnerships with internal and external stakeholders, that foster ongoing positive relationships to facilitate quality policy and project development initiatives.
5. Monitor and assess national and international trends relevant to the strategic direction of the division including the political environment, in relation to contract management.
6. Work under broad direction, initiating and undertaking complex, critical, and politically sensitive tasks.
7. Provide leadership to the team, ensuring staff are empowered and challenged to develop their competence and identify and provide opportunities for professional development.

Inclusion and Reform acts as a central reform unit that brings together the policy and reform expertise from different directorates and functions within our department, including the Early Intervention Research Directorate, Aboriginal Practice and Partnerships, Social Inclusion and The Reform Hub. Working across the department, the division is responsible for ensuring we deliver on the policies, reforms and improvements to which we have committed, in order to deliver the best possible services and programs for the South Australian community.
