Job Summary

We are seeking a highly experienced and skilled professional to lead our Multifamily Housing Unit as the Managing Director. This role will be responsible for formulating and implementing statewide funding programs, policies, and strategies to address the affordable housing needs of low-income households and people with special needs.

Key Responsibilities
  • Design and implement statewide funding programs, policies, and strategies to address affordable housing needs.
  • Exercise independent judgment and decision-making with regard to multifamily/rental affordable housing policies and programs.
  • Oversee administration of the federally-funded HOME and National Housing Trust programs.
  • Develop and implement plans and policies to ensure the long-term viability of state-funded affordable housing projects.
  • Build and maintain relationships with external stakeholders, including nonprofit organizations, local governments, and federal agencies.
  • Coordinate with other local, state, and federal housing programs.
  • Develop and maintain relationships with other affordable housing funders to promote coordination and maximize leveraging of state and federal housing resources.
  • Provide testimony and reports to the Legislature, respond to legislative requests for information and data related to affordable housing issues, needs, and program activities.
  • Represent Commerce at hearings, boards, and committees, providing technical expertise on matters related to affordable housing finance and development.
Requirements
  • Nine years of professional-level experience in affordable housing, including housing finance, real estate, contracting, or a related field.
  • Advanced level knowledge and experience in the management of programs, issues, and policies related to affordable housing finance and development.
  • Knowledge and experience in residential real estate underwriting and financial analysis, appraisal analysis, foreclosure and transfer requirements, property and asset management principles.
  • Experience negotiating, developing, and managing affordable housing contracts.
  • Demonstrated communication skills (both verbal and written) required to articulate policies and program objectives to a wide range of audiences and stakeholders.
Preferred Qualifications
  • Asset management experience, including real estate workouts, multi-family refinance and syndication, exit strategies for low-income housing tax credit projects.
  • Anti-Racism Training and/or Experience in cross-cultural settings.
  • Experience managing U.S. Department of Housing & Urban Development funds.
  • Housing Development Finance Professional Certification.
