Job Description

We are seeking a highly skilled and motivated Assistant Director to join our Regulatory Practice and Standards Team.

The role is responsible for monitoring and enforcing compliance with Australia's foreign investment laws, promoting confidence in, and providing assurance of compliance with the foreign investment framework to the Australian Government and the community.

The role does this through a range of activities which include:

  1. Educating foreign investors and their advisers on their obligations under the foreign investment legislation.
  2. Assessing and assuring compliance through proactive investigations and other forms of compliance assessment.
  3. Undertaking enforcement action to address non-compliance and where appropriate, enforcing compliance through penalties and sanctions.
  4. Developing guidance on the application of the foreign investment framework for internal decision makers.

This is an exciting opportunity for experienced professionals to develop and implement guidance, compliance and enforcement strategies, policies and procedures to support Treasury's capability for assessing applications for foreign investment approvals, and compliance with the foreign investment laws.

Working under limited supervision, the EL1 Assistant Director will:

Key Responsibilities:

  1. Develop regulatory practice directions that support the Foreign Investment Division as a regulator, including scoping, drafting, consultation and review phases of RPDs on topics that touch all aspects of FID's operations.
  2. Lead engagement with teams from across FID to research and develop current and evolving practice so that operational policy planning is robust and effective.
  3. Collaborate with colleagues across to support regulatory capability development; and embed improvement, in partnership with operational areas of the Division.
  4. Take a leading role in workshops and forums focussed on problem solving in the operational policy context.
  5. Provide advice and support on operational policy and regulatory practice matters to FID staff as required.
  6. Support the Director in managing section priorities, including to supervise and develop the performance of APS-level team members.

Desirable Qualifications/Experience:

  • Experience working in regulatory drafting, technical advisory services or operational policy development would be an advantage.
  • Excellent interpersonal, oral and written communications skills including the ability to liaise and engage with stakeholders at all levels.
  • Ability to develop strong relationships with internal stakeholders; and collaborate and reconcile alternative positions to achieve timely and robust outcomes.
  • Critical thinking skills to identify and address regulatory weaknesses.
  • Organisational skills and the ability to manage competing priorities.
  • Sound judgment and resilience to achieve objectives in challenging, fast-paced environments.
  • Ability to work independently and use initiative to achieve desired outcomes.
