About the RoleThe Senior Policy Manager will provide critical policy advice to senior management and ministers on government-led telecommunications initiatives, focusing on telecommunications policy. This role will support the Telecommunications Policy team in driving economic and social value from new and existing digital infrastructure and related programs across Victoria.
The successful candidate will work closely with subject matter experts to develop proposals, strategies, and implementation plans to support senior executive and government decisions. Strong stakeholder communications and influence are essential in the development of government policy.
Key Responsibilities- Lead the development and delivery of telecommunications policy and program activities, as well as broader transformation initiatives.
- Drive strategic decision-making processes supporting ministerial and departmental commitments, identifying and responding to new and emerging strategic issues.
- Initiate and manage negotiations with peers (internal and external) to gain commitment to develop policy and support project delivery.
- Conduct investigations and research to provide advice to senior management and ministers on telecommunications and transformation-related policies, projects, and trends.
- Manage and lead the development of key policy documents, including briefs, correspondence, submissions, reports, and presentations.
- Provide subject matter expertise to conceptualize, initiate, implement, promote, and evaluate complex and innovative technical programs.
To be considered for this role, you must demonstrate the following capabilities and experience:
- Policy: Leads, formulates, communicates, and implements public policy options and recommendations.
- Analysis and critical evaluation of information, identifying potential implications and risks of proposed policy options, and developing innovative policy solutions to complex issues.
Demonstrated experience in leading the development and implementation of government policy and program responses relating to telecommunications. Strong knowledge of the state government policy agenda regarding digital technologies, including current and emerging trends and relevant issues.
Communication SkillsWell-developed written and verbal communication skills, with the ability to confidently convey complex concepts and information to various levels of government. Expertise in preparing reports, briefs, and recommendations on a variety of issues.
Conceptual and Analytical ThinkingDiagnoses and addresses trends, obstacles, and opportunities in the internal and external environment, understanding the linkages between infrastructure and communities to inform policy decisions. Keeps up-to-date with a broad range of contemporary issues, scanning for links and potential implications of proposed policy options.
Stakeholder ManagementProven record of initiating and maintaining relationships across government, industry, and academic sectors, facilitating strategic partnerships to deliver agreed objectives.
