Program Development Manager

The purpose of this role is to oversee program planning, development, and operation for Early Childhood Education Services.

Key Responsibilities:

  • Develop and implement Early/Head Start services aligned with the overall mission and goals of the programs; ensure effective corrective action plans in response to ongoing monitoring and evaluation.
  • Supervise, direct, and evaluate assigned staff: develop and oversee employee work schedules to ensure adequate coverage and control; review and approve employee timesheets and address concerns or problems as necessary; provide coaching, counseling, and disciplinary actions as required; assist with or complete employee performance appraisals; direct work assignments and serve as a liaison between employees and management.
  • Organize, prioritize, and assign work tasks to ensure efficient completion of objectives; prioritize and schedule work activities in order to meet deadlines; ensure that subordinates have the necessary resources to complete assigned tasks; monitor status of work in progress and inspect completed work; consult with assigned staff to resolve complex or problematic situations and provide technical expertise; provide regular progress reports to management.
  • Collaborate with Program Managers to ensure integrated service delivery and contribute to the development of grant applications by providing essential information and input; interface with other stakeholders to promote alignment with departmental goals and objectives.
  • Attend and participate in meetings, special events, conferences, seminars, and workshops; represent agency management and communicate the mission and objectives of the Community Services Department and its programs through public speaking engagements.
  • Additional Responsibilities:
    Perform other related duties as required.

Requirements:

  • Master's Degree in Early Childhood Education, Social Services, or a related field required; supplemented by three years of work experience including Lead or Supervisory experience preferably in a large social services organization or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this role.
