Job Title: Lead Child Care Licensor

This is a unique opportunity for an experienced professional to join the State of Washington's Department of Children, Youth, and Families (DCYF) as a Lead Child Care Licensor. The successful candidate will be responsible for training and supporting a unit of Child Care Licensors within the division.

About the Role

The Lead Child Care Licensor will serve as the designated lead licensor and unit trainer for child care and early learning services. This includes administering uniform procedures and policies for recruitment, development, licensing/certification, technical assistance, complaint inspections, and legal activities for all required child care and early learning environments.

Key Responsibilities
  • Lead and mentor DCYF unit child care licensing staff to ensure compliance with relevant regulations.
  • Conduct initial and annual evaluations of family home child care, child care centers, school-age, and outdoor nature-based programs.
  • Assess child care facilities to ensure a safe and healthy environment.
  • Provide consultation, technical assistance, and guidance to licensing regulations and Early Achievers requirements.
  • Lead the distribution of information on licensing prerequisites.
  • Verify child care licensing qualifications in MERIT for applicants, licensees, and staff for all licensed and certified child care providers.
  • Coordinate information received for background clearance on licensees and those with unsupervised access to children.
  • Complete all licensing applications within the required timeframe.
Requirements
  • One (1) year of experience as a Social and Health Program Consultant 2, Social Service Specialist 3 (formerly Social Worker 3), or Financial Services Specialist 4 or above.
  • Two (2) years of experience as a Work First Program Specialist, or equivalent work experience with automated eligibility systems.
  • Five (5) years of experience in monitoring and overseeing licensed child care programs, including outdoor nature-based child care programs, assessing for and mitigating risk, providing technical assistance for complex technical and regulatory information, researching, applying laws and regulations, AND one year of experience training and supervising staff.
  • A Bachelor's degree in early childhood education, social work, a health or social science, public administration, or a related field, AND three years of professional experience in planning, administering, developing, or delivering social, financial, or health services programs.
  • A Master's degree or higher in early childhood education, social work, a health or social science, public administration, or a related field, AND two years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
Preferred Qualifications
  • Experience in monitoring or overseeing licensed child care, including outdoor nature-based programs, Head Start or ECEAP performance standards.
  • Demonstrated knowledge of the principles of child development; risk assessment and decision making.
  • Demonstrated ability to research and apply law and regulations.
  • Demonstrated interviewing skills.
  • Demonstrated ability to serve the role of expert representative in both court proceedings and multi-disciplinary team service delivery.
  • Demonstrated ability to explain in writing and verbally; complex technical and regulatory information in a clear and concise manner to clients and the public of diverse cultural backgrounds.
  • Demonstrated knowledge of current literature on early care and education practices as well as concepts of community organization as applied to the development of community resources.
  • Demonstrated ability to deduce potential impacts of conditions or assess risk.
  • Demonstrated skills in Microsoft Office Suite and the use of mobile computing devices.
