About Us :

Roper Gulf Regional Council is a leading provider of municipal and community services in the Northern Territory.

With an operational footprint spanning 201,000 square kilometers, our regional boundary runs from the Southern side of the Kakadu escarpment to the Northern edge of the Barkly Tablelands.

We have five Wards that make up the Roper Gulf region - Never Never, Numbulwar - Numburindi, Nyirranggulung, South West Gulf and Yugul Mangi.

The organisation was formed in 2008 through the amalgamation of several smaller councils and previously unincorporated land. We were renamed Roper Gulf Regional Council in 2014.

About You :

To be successful in this role, you will require:

Qualifications

• Qualifications in Business or Public Administration (or equivalent) at Certificate IV level or higher;

Key Skills

• The ability to work in an organised and logical manner to properly manage records;

• Proficient computer skills including Microsoft Office and experience with records management databases;

• The ability to interpret legislation, ministerial guidelines, policy, and processes;

• Attention to detail and high accuracy levels;

• Developed interpersonal skills with the ability to communicate effectively in cross-cultural environments;

• The ability to provide training and guidance in cross-cultural environments with varying levels of computer literacy and English language proficiency;

• Highly developed time management and planning skills with the ability to establish priorities and plan, coordinate, and monitor workloads;

• The ability to interpret written communication for procurement compliance purposes applicable to public bodies;

• Understanding of key public procurement concepts such as accountability, value for money, and whole-of-life cycle concepts;

• Initiative and problem-solving techniques to ensure tasks are carried out efficiently and effectively.

Position Summary :

This role provides close scrutiny of Council's procurement activities to ensure strict compliance with policy requirements, applicable directives, rules, and protocols.

You will ensure Council's procurement activities are compliant by providing guidance and training to staff, developing and reviewing procurement documentation, and reviewing group and individual procurement activity.

You will also review the efficacy of Council's procurement processes and provide administrative support to the Manager Corporate Compliance.

Job Responsibilities :

Service Delivery, Planning and Monitoring

• Coordinate day-to-day and long-term procurement activities and processes to ensure compliance with relevant law, guidelines, policies, procedures, and protocols.

• Review and scrutinise group and individual procurement activity to ensure compliance requirements are met.

• Process and facilitate staff requests for assistance and guidance on procurement rules and implementation.

• Provide training and guidance to staff on procurement processes applicable to their positions.

• Undertake audits/reviews of Council's procurement activities, processes, and associated documents as required.

• Manage competing deadlines and balance priorities under pressure with efficiency and professionalism.

Organisational Sustainability

• Provide accurate and timely administrative assistance to Manager Corporate Compliance in a high-volume environment with strict confidentiality requirements.

• Assist the Manager Corporate Compliance in reviewing and developing processes and documentation related to procurement activities.

• Ensure that Council's legal and operational requirements pertaining to procurement are met and accurately reported.

• Explain procurement information and concepts to senior and junior staff in a concise and professional manner.

• Contribute to a positive team environment while maintaining confidentiality.

Quality and Continuous Improvement

• Ensure accuracy and integrity of documentary evidence of Council's procurement activity within the Electronic Document and Records Management System.

• Assist staff with advice, support, and training related to procurement processes and compliance responsibilities.

• Maintain compliant, effective, and accurate audit trails and chains of evidence/custody for individual and group procurement activities.

Work Health and Safety (WHS)

Council staff have a duty of care and legal obligation to ensure their work does not harm their health and safety or others.

Staff must identify potential risks and address them to ensure the safety of service users, staff, volunteers, stakeholders, and the organisation.

Staff must comply with WHS Management System requirements, attend mandatory training, and report any hazards or incidents.

Salary: $65,000 - $80,000 per annum
