Job Summary

:

As a key member of the Bechtel Corporation team, the Indirects Estimator will be responsible for performing construction and indirects discipline cost estimating and distributable cost estimates. This role will also involve controlling activities for project and/or proposal efforts, performing historical data analysis, and maintaining historical databases. The successful candidate will support estimate reporting and reviews, provide technical direction to assigned personnel, and execute simultaneous tasks within broadly defined parameters.

Major Responsibilities:

Direct Disciplines & Distributions:

  1. Prepare services, distributable, contractor indirect and/or capital cost estimates in specialized discipline areas using current techniques and market pricing.
  2. Provide input on the level of effort required (cost/job hours) through coordination with functions and/or vendors and consolidate input for costing.
  3. Perform and review methodology for quantity takeoffs from design drawings for multidiscipline sections and customize forms etc. to reflect best effort.
  4. Prepare detail pricing field office non-manual labor/other direct costs (ODC) and home office labor/ODCs.
  5. Produce capital cost costs estimate using a crew-based approach including formation of crews from multiple disciplines. Provide detail pricing for manual labor rates.
  6. Assist in developing conceptual quantities to supplement partial Design Build design documents.
  7. Prepare basis and assumption documentation denoting rationale, inclusions and exclusions.
  8. Develop and perform analysis of project cash models and the corresponding time value of money as the cost of working capital correlating scheduled activities and cost. Generate payment schedules.
  9. Support contingency efforts as directed.
  10. Assist in developing unit staffing, job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Perform data analysis, identify problems and make recommendations. Identify or define data sources and techniques for data acquisition.
  11. Prepare reports and estimate summaries for estimate reviews, as directed by supervisor. Participate in estimate reviews and presentations, as appropriate.

Overall:

  1. Prepare estimate basis and assumption documentation for their area of responsibility in support of overall estimate development.
  2. Support complex order of magnitude (OOM) estimates.
  3. Prepare cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area.
  4. Identify risk items and assign risk levels to portions of the project work and identify measures to mitigate risk in area of responsibility.
  5. Interface with designated management personnel on specific sections of estimate presentations.

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

Required Knowledge and Skills:

  1. Demonstrated intermediate understanding of CSA and Indirect Estimating core processes requiring minimal direction and supervision.
  2. Knowledge of EPC and EPCM estimating methods, processes, and procedures, in addition to the estimate types, classifications, and components. Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
  3. Knowledge of market pricing and pricing sources in the area of specialization.
  4. Broad knowledge and experience in construction estimating practices and methods.
  5. Practical experience in performing quantity takeoffs, statistical analysis, and cost and price analysis. Skill in understanding technical discipline processes. Familiar with engineering and construction codes and standards.
  6. Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
  7. Understanding of cost index and escalation projections sources.
  8. Full understanding of project cash flows and the corresponding time value of money as the cost of working capital.
  9. Familiar with risk and contingency.
  10. Excellent applied analytical and quantitative skills. Effective in utilizing metrics to provide reasonableness checks.
  11. Basic knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates.
  12. Proficiency in basic Microsoft software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint). Knowledge of scheduling software used by Bechtel (Primavera, Microsoft Project). Proficiency in estimating applications used for discipline estimates.
  13. Skilled in oral and written communication with basic presentation skills.
