Key Responsibilities- Financial Management
- Ensure effective management and monitoring of Infrastructure Project budgets in accordance with statutory responsibilities, government priorities, and policies and procedures.
- Lead, monitor, and report on Infrastructure delivery of Capital and Minor Works Projects.
- Lead and direct the effective use and management of the work unit's human and financial resources to deliver services in an efficient and commercially sustainable manner.
- Infrastructure Strategies
- Take a whole-of-organisation perspective on key infrastructure investment and life-of-asset issues and risks, contribute to strategic decision making and plans, and work collaboratively across all organisation levels to implement strategic directives.
- Develop state-wide infrastructure short to long-range strategies that influence commercial value and sustainability, safety and security, construction efficiencies, and fit-for-purpose integration of infrastructure planning with expansion priorities and asset management forecasts.
- Monitor current or emerging issues or legislation (ie Human Rights Act and similar) that impacts infrastructure planning and construction, and recommend compliance strategies.
- Establish and maintain strong working relationships with stakeholders, provide them with project scope clarity, approved construction plans and specifications, budgets, schedule priorities, and work to develop comprehensive project master schedules and oversee as-planned construction up to handover or certification stage.
- Lead response to, and delivery of, whole-of-organisation Infrastructure business continuity or recovery strategies following a disaster incident, participating as required in the State Disaster Coordination Groups or similar Emergency response organisations.
- Develop networks and maintain strong relationships with stakeholders at state and national levels, and liaise and negotiate with other state government agencies, local government authorities, industry representatives, key client groups, or interested parties in relation to Infrastructure agenda and forward plans.
- Prepare high-level complex briefs and proposals, including cabinet and whole-of-organisation submissions and papers.
- Develop, implement, and monitor Infrastructure project plans and schedules using existing project management methodologies such as Prince2.
- Workgroup Leadership
- Support vision, strategic infrastructure objectives, and translate directions into actions for the Infrastructure Project and Delivery Teams.
- Demonstrate high-calibre leadership behaviours, contribute as a member of the Command Leadership Team, and develop an engaged, inclusive, change-resilient, and collaborative team culture aligned to high standards of accountability, performance, best-practice outcomes, and compliant project delivery.
- Encourage innovation, agile-thinking, and ideas generation across all levels within Command and Workgroup.
- Ensure core capability and team competency levels are maintained to keep pace with project demands and delivery.
- Management of geographically disbursed multi-site portfolios with a dynamic combination of aging and newer assets/facilities.
- Demonstrated understanding and experience in technology-reliant (ie electronic security), high security facility, and asset management fundamentals.
- Capability to lead or develop asset modelling programs to support wider management decisions.
- Solid understanding of tender, legal, and contracts frameworks, and detailed financial/performance data analytics.
- Is skillful negotiator, using compelling arguments, logic, and evidence to persuade stakeholders toward mutually beneficial outcomes, with strong conceptualisation, clear communication (written and verbal), and excellent problem-solving skills.
- Proven currency knowledge of statutory Government and Local Government regulations, such as Building Codes, EPA, Building Safety Standards, WHS, and other legislation (such as Human Rights Act) that impact facilities.
- Previous leadership experience collaborating with internal/external stakeholders and partners to translate strategy and priorities into delivery of plans and actions, able to remove barriers to effective teamwork, accommodate flexibly to changing requirements, and build strong, enduring alliances for joint delivery of organisation outcomes.
- Evidenced experience in forming new teams, aligning strategic understanding to enable achievement of delivery remit, and building team capability to support strategic objectives.
- Proven capability to overlay commercial and operational frameworks with strategic initiatives and plans, identify gaps or areas for efficiency, and recommend subsequent delivery revisions.
- Evidenced ability to develop, analyse, and report on project plans, budgets, schedules, priorities, milestones, and similar that enables accurate reporting to senior levels. Responds flexibly to changing government, organisational, and community expectations, systematically introducing required changes.
- Actively seeks opportunities for involvement in cross-sector and cross-government initiatives to extend experience and gain exposure to new environments, perspectives, and ways of working.
- Given geographic footprint, the ability to travel (frequently and possibly for extended periods of time) will be required for this role.

- White Card (Construction site induction), equivalent general construction Safety Ticket, and/or ability to successfully obtain this qualification within 3 months of commencing in role.
- Membership and/or certification with an applicable professional association or organisation.
- Travel may be a requirement for this position as this position may be required to work at different sites.
